EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). If you're a fleet manager who's been waiting anxiously for the chance to buy a plug-in hybrid van from Via Motors, your wait is almost over. If you work for the right fleet, anyway. David West, the chief marketing efficer for VIA Motors, took AutoblogGreen for a ride around the San Jose Convention Center in a Via van sporting an Electric Blue paint job as part of the Plug In 2014 Conference this week and gave us an update on how things are coming along. The big news is that the Via PHEV van production is going to start by the end of September. Via can currently build two vans an hour at its production plant in Mexico, or about 16 a day and could easily double that. "That would get us to 20,000 a year with two full lines running," West said. "We have the capacity." "There is no way gas can compete with electric." – David West, Via Motors But they can't sell that many quite yet. By the end of December, around 350 Vans will be made, mostly for a $20-million program from the Department of Energy (DOE) and the South Coast Air Quality Management District that will see the vehicles used by fleets that will report energy data to the Idaho National Lab. Via is also finishing up CARB certification for both the van and the company's plug-in hybrid pick-up truck. About 50 percent of Via's technology in the truck will not need to be tested again, since it's the same as what's in the van, but things like crash tests will need to be done twice. Despite the progress, this is not where Via hoped it would be today. The bankruptcy of battery supplier A123, "took about a year off our timeline," West said. "It's been getting a little slow getting it to market, there have been some challenges, particuarly since we had the country's worst recession right in the middle of this wrap up, but it's inevitable in my mind. There is no way gas can compete with electric." Maybe that's why FedEx has expressed an interest in buying around 5,000 units, West said. FedEx already has some pilot vehicles, just like Verizon does, and PG&E wants to replace all of their gas trucks with electric vehicles, which would be another 3,000 sales, he said. Besides the fuel savings, vehicles like these, with easy on-site power generation, could also work wonders in post-disaster situations, he said, since they could replace the need for generators.

NHTSA approves hybrid rearview mirror display in Cadillac CT6, Bolt EV

The Chevy Bolt EV prototype doesn't just have a fancy new all-electric powertrain. Just outside the driver's line of sight is a newfangled rearview mirror, one that can turn into a screen that shows a moving image from the rear-facing camera. Speaking to NPR's Robert Siegel yesterday, Department of Transportation secretary Anthony Foxx said that NHTSA has now approved this type of mirror/screen for use in vehicles. According to a letter from NHTSA to General Motors, GM will likely use this Full Display Mirror first in the 2016 Cadillac CT6 before coming to the Bolt. In its letter to GM, NHTSA said that the Full Display Mirror will only qualify as a standard rearview mirror as long as there are normal side mirrors in place. The FDM debuted in 2014 and some people hoped it would also make its way into the Tesla Model X. Gentex, which also makes auto-dimming mirrors, says that it has "set out to develop the technologies and core competencies necessary to manage this evolution of the rearview mirror." The Chevy Bolt EV will start at $37,500, before incentives. The 200-mile EV will go into production late this year for likely sale in early 2017. Related Video:
