Fingers point to dragged-out NHTSA investigation after second death by ARC airbag inflator

Safety advocates have increased criticism of the federal government's National Highway Traffic Safety Administration after an exploding airbag inflator that's been under investigation for more than six years killed a second person.  On Wednesday, NHTSA posted recall documents filed by General Motors that revealed the second death, the driver of a 2015 Chevrolet Traverse SUV with an inflator made by Tennessee company ARC blew apart, spewing shrapnel. No details were given about where and when the death occurred. NHTSA has said that ARC Automotive of Knoxville has manufactured about 8 million inflators used nationwide in vehicles made by General Motors, Fiat Chrysler (now Stellantis), Kia and Hyundai. “NHTSA should have been all over this along time ago,” said Rosemary Shahan, president of California-based Consumers for Auto Reliability and Safety. “There's just no denying that itÂ’s a (safety) defect.” NHTSA, the agency charged with with keeping America's automobiles and roads safe, began investigating ARC inflators in July of 2015 after two people were injured by flying shrapnel. The investigation became more urgent in 2016, when a Canadian woman driving an older Hyundai Elantra was killed by metal airbag fragments. Public records show only a little progress on the probe. In April, the agency posted a memo in saying it was reviewing volumes of information it received from ARC. Safety advocates such as Shahan say that the dragged-out investigation is an example of the deadly consequences that can result from an understaffed and underfunded agency. The second death should not have happened, Shahan said, and vehicles with faulty ARC inflators should have been recalled faster. The agency, Shahan said, is “grossly underfunded," but it still should have sought recalls of the ARC inflators. She said historically NHTSA has taken little action during Republican administrations but has ramped up safety efforts when Democrats control the White House. Messages were left Wednesday by the Associated Press seeking comment from NHTSA and ARC. At this time, relatively few vehicles are effected. The GM recall covers only 550 Chevy Traverse SUVs from the 2013 through 2017 model years, as well as Buick Enclave SUVs from 2008 through 2017. The automaker said in a statement that the faulty front driver's airbag inflators were either installed at the factory or in replacement airbag modules.

2016 Chevy Silverado unveiled in full at Texas State Fair

It's State Fair time down in the Lonestar State, which means a lot of things to a lot of Texans: rodeos, cook-offs, country music concerts, big belt buckles, and even bigger hats. But it also means new trucks. Ford used the occasion this year to roll out its new F-Series Super Duty pickups, but the Blue Oval won't have the show all to itself as Chevy is also on hand to reveal in full its latest updates to the Silverado. The Bowtie brand gave us our first glimpse at its updated 1500-series pickup back in July, but has now revealed the revised truck in full – and not just in Z71 spec, either. Buyers will be able to choose between WT, LS, LT, LTZ, and High Country trim levels – to say nothing of the various cab, box, and powertrain configurations. The top three get all-LED exterior lighting. And while the Z71 adopts the color-keyed trim we saw previously, other models like the LT, LTZ, and (to a lesser extent) the top-of-the-line High Country still bring the chrome for those who want it. Whichever the model, the new Silverado boasts a more muscular-looking front-end and a more sculpted hood. Inside, the new Silverado gets an optional MyLink system with Apple CarPlay and Android Auto support. The revised truck also benefits from added safety technology and convenience features. Engine options include a 4.3-liter V6 with 285 horsepower and 305 pound-feet of torque, a 5.3-liter V8 with 355 hp and 383 lb-ft, and a 6.2-liter V8 with 420 hp and 460 lb-ft. GM's Buckle to Drive teen safety feature comes to more models for 2021

In 2014, GM announced a feature called "Belt Assurance," which would prevent a vehicle from being shifted out of park until the driver and front passenger had buckled their seatbelts. Initially launched on certain fleet vehicles in 2014, the feature rolled out as a free option on the 2015 GMC Sierra, Chevrolet Colorado, Cruze and Silverado. At the time, GM said it would push Belt Assurance to more models if customers took to it. That appears to have happened; come 2019, GM repackaged Belt Assurance as Buckle to Drive, part of the automaker's Teen Driver System that bundled tech such as geofencing and speed limit warnings to help parents keep track of their children's driving habits. In that implementation, the system only works when Teen Driver Mode is activated, locking out the shifter and muting the radio for 20 seconds or until the seatbelts are buckled, whichever comes first. The system shows a visual warning in the gauge cluster, too.  For this model year, the Teen Driver System came standard on 10 Chevy models, but Buckle to Drive was only allotted to the Colorado, Malibu and Traverse. Later this year, the 2021 Camaro will join the Chevys outfitted with the Teen Driver System and will get Buckle to Drive in addition. GM Authority reports that for the 2021 model year, Buckle to Drive will also be picked up by the Cadillac CT4 and CT5. Previously, the Cadillac ATS, CTS, Escalade and XTS came with the Teen Driver System, but three out of those four vehicles are no more, and the 2021 Escalade makes no mention of the Teen Driver System nor Buckle to Drive among its safety features. Elsewhere around the GM empire, the Buick Envision and Encore GX include the Teen Driver System, as do six GMC vehicles, but it's not clear when any will be upgraded with Buckle to Drive. The tech could help save numerous teenagers' lives. On its page of teen crash facts, the Centers for Disease Control and Prevention writes that roughly 300,000 teens between the ages of 16 and 19 ended up in emergency rooms to treat crash injuries in 2017. Furthermore, "only 58.8% of high school students always wore seat belts when riding as passengers," and, "Among young drivers aged 15-20 who died in car crashes in 2017, almost half were unrestrained at the time of the crash (when restraint use was known)."
