Fernando Alonso sputters in his Indy test

INDIANAPOLIS — Helio Castroneves and Fernando Alonso kept waiting around Wednesday. Now both international stars have some unfinished business to take care before qualifying for this year's Indianapolis 500. After enduring a rain delay of more than four hours then watching IndyCar regulars turn laps at Indianapolis Motor Speedway for two more hours, Castroneves and Alonso finally made it onto the track — but couldn't quite complete their refresher course. "Happy to be back here because this place is great," Alonso said after posting a fast lap of 218.690 mph — the slowest of the nine-driver evening session. "We were slow because the weather and some of the decisions people made on running time and things like that." He faced a bevy of problems in his first trip back to Indy since an impressive rookie performance in 2017. The rain delay forced organizers into rescheduling the one-day test, moving the rookie and refresher driver time from midday to the evening, cutting a significant amount of practice time for Alonso and the others. And when the green flag finally waved, Alonso's No. 66 car stalled in the warmup lane forcing the two-time Formula One champion from Spain to be towed back to pit lane where his crew worked feverishly to fix an electrical problem while sat in the cockpit. Eventually, he did get out and passed the first of two refresher phases. He'll have to wait until opening practice of the 500 on May 14 to pass the second. "It was frustrating for everyone because it was a brand new chassis and a brand new car, so we expected to run a lot," said Alonso, who drives for McLaren Racing. "If we could have had this at midday, you could work on your issues in the afternoon and then go out again." To put his day in perspective, Takuma Sato, the 2017 Indy winner from Japan, posted the fastest lap of the day at 226.993 mph and Colton Herta was the fastest rookie at 226.108. Castroneves, as usual, was good right from the start and posted a fast lap of 225.565. The three-time Indianapolis 500 winner looked smooth and fast on his favorite track and wasted no time passing the first phase. That much should have been expected from the popular Brazilian, who has recorded seven top-three finishes in 18 Indy starts and will make his season debut May 11 in the IndyCar Grand Prix. The weather and yellow flags prevented four of the five veterans — Castroneves, Alonso, Oriol Servia and JR Hildebrand — from passing phase two. Only Indy native Conor Daly made it.

Renault is recalling 10,649 examples of its Zoe electric car for potential brake hose failure. Cars built at the company's Flins factory between the Zoe's 2012 introduction and October 6, 2014 - a quarter of all Zoes ever built - are subject to the recall, though no accidents have been reported from rupturing brake lines. While the state already encourages EV adoption with a $2,500 rebate incentive, the new bill would give battery electric vehicle drivers HOV lane access. Additionally it would set up a standard building code for EV chargers, and allow EV-only parking spaces. "With decreased gas prices, a 10 percent increase in vehicle miles traveled over the last 20 years, and a carpool rate below the national average, we must address personal vehicle use directly as part of our transportation emissions reduction strategy," says Rep. Proterra electric buses have accumulated 2 million miles of revenue service. That equals 3,800 tons of carbon emissions that have been prevented and 420,000 gallons of fuel unburned. Proterra says it has 63 buses in service in 15 cities, and that it is ramping up production to meet growing demand. "This latest milestone exemplifies the economic, environmental and civic value of electric mass transit," says Proterra CEO Ryan Popple, "and demonstrates to the transit agencies that diesel - often viewed as a necessary evil - is no longer necessary." GM is training more first responders for EV emergencies in the U.S. and Canada

GM is training more first responders to be able to handle emergencies involving electric vehicles. The automaker is "significantly expanding" its EV First Responder Training program in the United States and Canada as electric vehicle sales continue to grow. Its initiative will primarily focus on training firefighters and equipping them with the necessary knowledge about full electric vehicle technologies. GM says it's hoping to dispel misconceptions when it comes to handling EVs in emergency situations. One of those misconceptions is that water is dangerous around EV batteries — turns out the recommended way to put out lithium-ion battery fires is by using copious amounts of water.  Andrew Klock, a senior manager of education and development at the National Fire Protection Association (NFPA), said: "The best way for the public and private vehicle fleet owners to rapidly adopt EVs is to train firefighters and emergency responders on how to handle incidents involving battery powered vehicles. The fire service has had more than 100 years to gain the knowledge needed to respond to internal combustion engine fires, and it is critical that they are now educated on EV safety." The NFPA held trainings of its own that had benefited 300,000 first responders, but it believes more than 800,000 members of the community still need further training.   GM previously piloted the program in southeast Michigan, but now it's conducting training events across Michigan and in Fort Worth, Texas, as well. Later this summer, it's bringing the program to metro New York City and Southern California. Participants will have to attend four-hour sessions, with up to two per day, held in various venues, such as fire houses and dealerships. Interested first and second responders can register through the program's dedicated website and earn a certificate from the Illinois Fire Service Institute if they score higher than 70 percent on the learning assessment by the end of their training.  The automaker already has a few EV models on the market, including the Chevy Bolts, the GMC Hummer EV and the Cadillac Lyriq. It has huge electrification plans for the future, though, and training responders could help make potential customers more receptive to the idea of switching to electric vehicles.
