Fingers point to dragged-out NHTSA investigation after second death by ARC airbag inflator

Safety advocates have increased criticism of the federal government's National Highway Traffic Safety Administration after an exploding airbag inflator that's been under investigation for more than six years killed a second person.  On Wednesday, NHTSA posted recall documents filed by General Motors that revealed the second death, the driver of a 2015 Chevrolet Traverse SUV with an inflator made by Tennessee company ARC blew apart, spewing shrapnel. No details were given about where and when the death occurred. NHTSA has said that ARC Automotive of Knoxville has manufactured about 8 million inflators used nationwide in vehicles made by General Motors, Fiat Chrysler (now Stellantis), Kia and Hyundai. “NHTSA should have been all over this along time ago,” said Rosemary Shahan, president of California-based Consumers for Auto Reliability and Safety. “There's just no denying that itÂ’s a (safety) defect.” NHTSA, the agency charged with with keeping America's automobiles and roads safe, began investigating ARC inflators in July of 2015 after two people were injured by flying shrapnel. The investigation became more urgent in 2016, when a Canadian woman driving an older Hyundai Elantra was killed by metal airbag fragments. Public records show only a little progress on the probe. In April, the agency posted a memo in saying it was reviewing volumes of information it received from ARC. Safety advocates such as Shahan say that the dragged-out investigation is an example of the deadly consequences that can result from an understaffed and underfunded agency. The second death should not have happened, Shahan said, and vehicles with faulty ARC inflators should have been recalled faster. The agency, Shahan said, is “grossly underfunded," but it still should have sought recalls of the ARC inflators. She said historically NHTSA has taken little action during Republican administrations but has ramped up safety efforts when Democrats control the White House. Messages were left Wednesday by the Associated Press seeking comment from NHTSA and ARC. At this time, relatively few vehicles are effected. The GM recall covers only 550 Chevy Traverse SUVs from the 2013 through 2017 model years, as well as Buick Enclave SUVs from 2008 through 2017. The automaker said in a statement that the faulty front driver's airbag inflators were either installed at the factory or in replacement airbag modules.

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). Chevy reveals new IndyCar aero package

The IndyCar Series is not one that demands its participating teams and automakers to design their own chassis as they do in Formula One, but for this season, the organizers have opened it up to allow for custom aero packages. What you're looking at here is the new look of the chassis to be fielded by teams running under Chevy power. Based on the Dallara DW12 chassis – introduced three years ago and named after the late Dan Wheldon – Chevy's new package is designed for road courses and short ovals, with the speedway configuration to be revealed later. The kit features new wings front and rear and more sculpted side pods. It's also got new wedges at the back to envelop the otherwise open wheels that are a hallmark of Indy racing, a more streamlined engine cover and bigger rear bumper pods. The new package will debut at the Grand Prix of St. Petersburg that will kick off this year's championship in Florida on March 29, followed by the road-course grands prix in Louisiana, Long Beach, Alabama and Indianapolis before the new package needs to be ready for the Indy 500 late in May. Half of the teams on the starting grid this season will be running under Chevy power and are expected to use this new aero kit, with the remaining Honda teams slated to run a different package of their own. A speedway configuration for the aero kit, designed for high-speed ovals, will be introduced ahead of its competitive debut at Indianapolis in May. "This is an important milestone in Chevrolet's involvement in IndyCar racing," said Jim Campbell, General Motors U.S. vice president of Performance Vehicles and Motorsports. "We focused on developing an aerodynamic package that delivers an balanced combination of downforce and drag, along with integrated engine performance. It's a total performance package." The new Chevy road course aero configuration delivers greater aerodynamic performance than the previous design.
