General Motors CEO Provides Few Details In Appearance Before Congress

It was only two months ago that Mary Barra, freshly crowned as the new General Motors chief executive officer, visited Washington DC as an esteemed guest of First Lady Michelle Obama for the State of the Union address. On Tuesday, Barra returned to the Capitol under more strained circumstances. For more than two contentious hours, she took questions from members of a House of Representatives subcommittee investigating General Motors years-long delay in initiating a recall of millions of vehicles that contained a defect that has killed at least 13 people. Why did GM accept faulty ignition switches that were below the company's set specfications? Why did GM learn about the problem in 2001 yet take no action until 2014? Will GM compensate victims' families even though the company's bankruptcy may limit its liability? Those were a few of the questions members of the House Oversight and Investigations Subcommittee asked. Few concrete answers were forthcoming. For her part, Barra sidestepped most of the questions, saying she wouldn't have information needed to answer them until an internal review is completed. David Friedman, the administrator of the National Highway Traffic Safety Administration, testified after Barra. The biggest news that emerged from the hearing was that General Motors has retained attorney Kenneth Feinberg to advise the company on its civil and legal responsibilities. He has made a career of resolving disputes and serving in a 'fixer' role, serving as the chief of the federal government's September 11th Victim Compensation Fund, as an administrator of compensation fund for victims of the BP Deepwater Horizon disaster and a similar fund for victims of the Boston Marathon bombing. Barra, who has been GM's CEO since January but been with the company since 1980, expects to meet with Feinberg on Friday, and have a concrete plan within the next 30-60 days. Yet Barra would not say for certain Tuesday that GM would compensate the victims at all. Despite repeated questions from Rep. Diana DeGette (D-Colo.), Barra did not outline the company's intentions. "I assume GM is hiring (Feinberg) to help identify the size of claims and then compensate the victims? Is that right," DeGette asked. "Is GM willing to put together some kind of a compensation fund for these victims that Mr. Feinberg will then administer?" "We've hired him to help assess the situation," Barra replied. "So really, there's no money involved at this point," DeGette asked.

The Nissan Leaf and Chevy Volt have been locked in sales combat since they arrived within a short distance of each other way back in 2010, and we continue to follow that fight closely. Though both vehicles approach driving efficiency from a different angle, they each have plugs and owners put a surprisingly similar number of electric miles on them. With the launch of its 2016 model, the Bowtie brand now appears to have the upper hand, clocking in a solidly improved performance for the month of October. According to GM's sales charts, the Chevy Volt made it into the loving embrace of 2,035 buyers last month. That's up a whopping 41 percent over the same period in 2014, and more than a 100 percent improvement from the 949-unit result in September. Now, we don't know how many of these were 2015 models and how many were the all-new 2016 edition. Dealers are, no doubt, incentivized to move the old inventory, and the latest and greatest is still only available in a limited number of states. Breaking out the sad trombones, Nissan recorded a mere 1,238 units moved in October. That's down 52.2 percent from the same month in 2014. That's also nine fewer examples than last month. Despite its recent sales travails, the Leaf still leads the calendar-year-to-date figures by a commanding 14,868 to 11,299 tally. We imagine the Japanese manufacturer is counting on an improvement in the situation once the 2016 model, with its larger, optional 30 kWh battery becomes available. Chevy says not to look at the 2019 Silverado's fuel economy rating

The 2019 Chevy Silverado is hitting dealerships soon, and one of the most notable changes for the new full-size pickup is the addition of a 2.7-liter turbocharged inline-four. The engine replaces the naturally-aspirated 4.3-liter V6 in volume consumer models like the Silverado LT and promises more power, less weight and — most importantly — better fuel economy. The thing is, the gains in efficiency haven't been as dramatic as some might have hoped, especially when stacked up against competitors from Ford and Ram. As Automotive News reports, GM's response is a little murky. First, let's talk numbers. We're pulling all figures from FuelEconomy.gov, the official U.S. government source for fuel ratings. Fuel economy numbers on trucks vary greatly based on a number of factors. Bed and cab configuration play a part, but so does a four-wheel-drive system. You also have to factor in tires, transmissions, rear-axle gearing, hybrid systems and cylinder deactivation. Things like that can make the difference between best- and worst-in-class. The EPA's website doesn't give enough information a lot of the time, so there's really no easy way to compare apples-to-apples. First, take a look at the ratings for the 2019 Silverado. A 2.7-liter model with two-wheel drive is rated 20 city, 23 highway and 21 combined. That's both better and worse than a two-wheel drive 2018 Silverado with the 4.3-liter V6 (18 city, 24 highway and 20 combined). The updated 2019 Silverado with a 4.3-liter V6 has yet to be rated. With less weight and a smaller engine, many hoped Chevy would make bigger gains. It's unusual to see any decrease in a fuel economy metric these days. GM says that it's not done tuning the new 2.7-liter engine, so fuel economy could theoretically increase. Expanding further, a V8-powered 2019 Silverado (17 city, 24 highway and 19 combined) actually gets better highway fuel economy than a turbocharged four-cylinder powered truck in certain configurations, even if the latter has a better overall average. But that's only with two-wheel drive, the 8-speed transmission and cylinder deactivation. A Silverado with the 5.3-liter V8 and a 6-speed automatic is rated at 15 city, 22 highway and 17 combined. The biggest issue with the Silverado 2.7-liter doesn't come from within GM itself but from Ford and Ram. GM cites the Ford F-150 with the 3.3-liter V6 and the Ram 1500 with the 3.6-liter V6 as the closest competitors to its new 2.7-liter inline-four.
