Most of the US won't get 2016 Chevy Volt

Every major plug-in vehicle launch in the US has been a patchwork operation, with automakers focusing their initial efforts on targeted locations like California where they expect to sell the most units. Today, we learned that even five years into the plug-in car project, the game remains the same. According to GM, the second-gen Chevy Volt is going to be rolled out in the same manner. In fact, GM is limiting availability of the 2016 model year Volt so much that most of the US will not have access to the car at all. For 39 states, the second-gen Volt will first be available as a 2017 model year vehicle at some point in the spring of 2016. When GM announced the buying process for the new Volt, it made it clear that dealers in California would be the first to place their orders. Hybrid Cars now reports that the first deliveries will be also limited to California and 10 other states that follow the California Air Resourced Board (CARB) rules: Connecticut, Massachusetts, Maryland , Maine, New Hampshire, New Jersey, New York, Oregon, Rhode Island, and Vermont. GM spokesman Kevin Kelly told AutoblogGreen that this is all according to plan. "Chevrolet has a shortened model year for the 2016 Chevy Volt that will have a limited distribution network," he said. "The 2016 Volt will be sold in our strongest EREV markets. The 2017 Chevrolet Volt will begin production early this spring and will be available throughout the country." It appears that non-CARB state Volt customers will be able to order their Volts starting October 1, according to documents posted on Hybrid Cars, where we also learn that 2016 Volt production for California started in August, will begin in late October for the other 10 CARB states, and in early 2016 for the rest of the US. Unsurprisingly, dealers outside of the 11 CARB states have been complaining that they can't order the much-anticipated new Volt for their customers just yet. Related Video:

Chevy Bolt meets 2016 Nissan Leaf at LA NEDW event [UPDATE]

The 2015 National Drive Electric Week kicked off this past weekend with events happening all around the world. Our friends from Plug In America (PIA) send us some notes and pictures from one of the larger events in Los Angeles, CA. This event was special because it saw the debut of the 2016 Nissan Leaf and the west coast debut of the Chevy Bolt concept. The two electric vehicles were in the same place at the same time for the first time ever. Besides that little bit of electric vehicle history, the organizers helped facilitate 800 test drives, PIA co-founder Zan Dubin Scott told AutoblogGreen. The city of Los Angeles also gave proclamations to movie director Chris Paine (Who Killed The Electric Car? and Revenge Of The Electric Car) and the three national organizers of Drive Electric Week: PIA, the Sierra Club and the Electric Auto Association. Speakers at the event included names that should be familiar to AutoblogGreen readers: California state senator Kevin de Leon, race car driver Leilani Munter, and Dave Barthmuss of General Motors, among others. Joel Levin, the executive director of Plug In America, said during his speech that, "Electric cars are changing the world. Every time one of these vehicles gets sold, our air gets a little cleaner. We will take a big bite out of climate change. Our economy will not be subject to wild swings in gas prices. And we will not be involved in foreign wars over oil." Why an independent rear suspension for GM's new, full-sized SUVs wasn't easy

A Motor Trend report last month laid out how Cadillac's 4.2-lier twin-turbo Blackwing V8 could be an orphan due to cost concerns in the GM empire. Last-minute chassis changes to Cadillac's new sedans and XT6 crossover led to engine bays that couldn't fit the Blackwing. On the SUV side, according to the report, the new independent rear suspension for big people haulers cost so much to implement that GM ruled out reworking the Escalade to accept the Blackwing. At least one commenter rightly asked how could a suspension swallow that much money. A new piece in Motor Trend has the answer. The excellent Alissa Priddle spoke to Tim Herrick, GM's executive chief engineer for full-size trucks, about why the clean-sheet IRS cost "multimillions of dollars."  First, GM would need to build a new body shop at the Arlington, Texas plant that assembles the automaker's big SUVs to stamp the numerous wholly new parts and panels accommodating an IRS. Then GM would need to design and pay for a new assembly process. On top of those up-front costs, there was the incremental cost of the four-link IRS components being more expensive than those in the trucks' former leaf-sprung solid axles. Herrick endured so many rejections for so long that he remembers the date and time when he got approval for the new unit. He said it came down to a meeting where he told a higher-up, "I'll make you a deal: If we get to the reveal, or if we launch this and you think this was a dumb idea, I'll hand you my badge and let you walk me out." Based on Herrick being on stage to help present the new SUVs to the press, and on our First Ride in the new Chevrolet Tahoe and Suburban at GM's Milford Proving Grounds, it appears this will have a happy ending for all involved. Furthermore, since Herrick worked on the T1 platform that supports the big SUVs as well as the light- and heavy-duty pickups, he understood the demands on the commercial side, too. That could be why when Roadshow asked Tim Asoklis, chief engineer of the Tahoe and Suburban, if the new IRS could endure life in the Chevrolet Silverado and GMC Sierra, Asoklis answered, "Oh, absolutely."
