Recharge Wrap-up: Chevy Spark EV in Canada, Audi to use Valeo electric supercharger

The Chevrolet Spark EV will become available to retail customers in Canada. "We're expanding our electric vehicle offerings to our customers by offering the 2016 Spark EV for retail sales in the growing EV markets here in Quebec as well as in Ontario and BC," says Chevrolet's Chris Hay. Four recreational vehicle companies in Texas have settled with the EPA over illegal import and sale of off-road vehicles. The 4,000-plus Hammerhead brand vehicles in question were imported without the proper certification, a violation of the Clean Air Act. Some vehicles lacked proper emission control equipment or were manufactured by a company not listed on the certificate application. The settlement totals $560,000 in civil penalties for the companies involved. Read more from the EPA. The Iowa Supreme Court has upheld the state's natural gas tax, which was challenged by the ethanol industry. Ethanol producers, which use natural gas to make ethanol, argued the complicated tax was unconstitutional, as it forced certain plants to pay more than their competitors. Taxes vary by location, and some plants have to tap into interstate pipelines at much higher tax rates rather than get it from a local utility. Now, ethanol producers will work to change the law. "My hope is that people understand that, something may be constitutional but that doesn't make it good public policy," says Iowa Renewable Fuels Association Executive Director Monte Shaw. Valeo says Audi will launch a vehicle using its electric supercharger next year, with other reports suggesting that car will be the Audi Q7. The company says other unspecified automakers will also use the technology in their vehicles. While the electric supercharger adds to the vehicle's cost and electric energy use, it can improve fuel economy by as much as 20 percent. Read more at Automotive News Europe. 2016 Chevy Malibu undercuts rivals with $22,500 starting price

Customers eager to get their hands on the new 2016 Malibu may be pleasantly surprised to find that Chevy has actually reduced the price on the base model. In fact the Malibu now undercuts much of the competition. Order up a new Malibu in entry-level L trim and you'll shell out only $22,500. That includes the $875 destination charge (which is $50 more than what Chevy used to charge for delivery). The Malibu L of course won't come with all the bells and whistles of the higher trim levels, but still comes with 10 airbags, cruise control, and push-button ignition. Compare that to the competition and you'll find the base Malibu less expensive than most, but not all. It undercuts the Ford Fusion, Honda Accord, Toyota Camry, and Nissan Altima – although the Hyundai Sonata and Mazda6, for example, are still marginally less expensive in base trim. Those looking for a little bit more can upgrade to the Malibu LS ($23,995), LT ($25,895), or Premier ($31,795). The L, LS and LT come with a 1.5-liter inline-four, but the Premier packs a 2.0-liter turbo that can also be had in LT spec for $29,495. Pricing for the Malibu Hybrid is slated to be announced at a later date, as will EPA fuel economy figures for the rest of the range. "The 2016 Malibu is engineered and priced to give customers impressive value and technology that's hard to compete with." For 2016, Malibu will be offered in five models, L, LS, LT, Hybrid and Premier. Standard equipment includes 10 airbags, cruise control, push-button start with passive entry and fuel-saving stop/start technology on the base 1.5L 4-cylinder engine. The LS model, starting at $23,995, includes standard Chevrolet MyLink Radio with 7-inch diagonal color touch screen, available compatibility with Apple CarPlay and Android Auto and a rear vision camera. CarPlay and Android Auto are subject to Apple and Google privacy statements and require compatible smartphone and data plans.

Fingers point to dragged-out NHTSA investigation after second death by ARC airbag inflator

Safety advocates have increased criticism of the federal government's National Highway Traffic Safety Administration after an exploding airbag inflator that's been under investigation for more than six years killed a second person.  On Wednesday, NHTSA posted recall documents filed by General Motors that revealed the second death, the driver of a 2015 Chevrolet Traverse SUV with an inflator made by Tennessee company ARC blew apart, spewing shrapnel. No details were given about where and when the death occurred. NHTSA has said that ARC Automotive of Knoxville has manufactured about 8 million inflators used nationwide in vehicles made by General Motors, Fiat Chrysler (now Stellantis), Kia and Hyundai. “NHTSA should have been all over this along time ago,” said Rosemary Shahan, president of California-based Consumers for Auto Reliability and Safety. “There's just no denying that itÂ’s a (safety) defect.” NHTSA, the agency charged with with keeping America's automobiles and roads safe, began investigating ARC inflators in July of 2015 after two people were injured by flying shrapnel. The investigation became more urgent in 2016, when a Canadian woman driving an older Hyundai Elantra was killed by metal airbag fragments. Public records show only a little progress on the probe. In April, the agency posted a memo in saying it was reviewing volumes of information it received from ARC. Safety advocates such as Shahan say that the dragged-out investigation is an example of the deadly consequences that can result from an understaffed and underfunded agency. The second death should not have happened, Shahan said, and vehicles with faulty ARC inflators should have been recalled faster. The agency, Shahan said, is “grossly underfunded," but it still should have sought recalls of the ARC inflators. She said historically NHTSA has taken little action during Republican administrations but has ramped up safety efforts when Democrats control the White House. Messages were left Wednesday by the Associated Press seeking comment from NHTSA and ARC. At this time, relatively few vehicles are effected. The GM recall covers only 550 Chevy Traverse SUVs from the 2013 through 2017 model years, as well as Buick Enclave SUVs from 2008 through 2017. The automaker said in a statement that the faulty front driver's airbag inflators were either installed at the factory or in replacement airbag modules.
