Recharge Wrap-up: Chevy teases Bolt driving range, China pursues EV subsidy cheaters

Chevy is teasing the Bolt's driving range, which it is set to reveal on Tuesday. It will certainly be able to travel more than 200 miles between charges, but the second and third digits in that value, as it stands today, are still question marks. On its Facebook page, Chevrolet is asking fans to try to guess the official range. Of course, Tesla fans have already started posting their own snide remarks in the comments. Chevy fans are certainly hoping to see the Bolt's range eclipse that of Tesla's upcoming Model 3, which the California-based automaker puts at 215 miles. Fuel cell company PowerCell Sweden says it has signed an agreement with a Chinese company to make range extenders for commercial trucks. The unnamed Chinese customer has placed an order and signed a memorandum of understanding with PowerCell Sweden, and the partners will develop methanol reformer fuel cell range extenders for electric distribution trucks. "Our unique expertise in fuel cells and reformer technology is receiving an increasing attention worldwide and we are truly pleased to get another Chinese order," says PowerCell Sweden Sales Director Andreas Boden. After the country's Ministry of Finance penalized five companies with fines and, in one case, revocation of production license for subsidy cheats, China has since named 20 more potential violators, including Nissan, Hyundai, JAC, and a subsidiary of BYD. Of the first five companies to be punished under the investigation, Suzhou Gemsea Coach Manufacturing is having its production license revoked, while four others, including a subsidiary of Chery, are being fined for about half of the subsidies received. China's rise, global restructuring wither GM's Korea division

An article in the Daily Kanban suggests the sun is setting on GM Korea, and it could already be well into dusk. GM Korea came about when General Motors, along with co-investors SAIC and Suzuki, bought Daewoo Motors from parent company Daewoo Group in 2001; it had a previous tie-up with GM, a joint venture that ended in 1992, although Daewoo cars were based on GM cars until 1996. Over the decade following the purchase, it became such an important part of operations that it was renamed GM Korea in 2011, "to reflect its heightened status in [the] global operations of GM." Just two years later, the printed rumors were that the subsidiary responsible for a fifth of Chevrolet's global production could be shutting down. The division's sales were down almost 21 percent through November of last year, counting domestic South Korean sales, exports, and CKD – Complete Knock Down – products. That makes the labor strife, already an issue for four years, even more acute, reports say the subsidiary will lose $36 million a year if it can't get the job and wage cuts it wants, and government concessions can't make up for the losses. GM isn't liable for punitive damages in ignition switch cases

NEW YORK — A federal appeals court said General Motors is not liable for punitive damages over accidents that occurred after its 2009 bankruptcy and involved vehicles it produced earlier, including vehicles with faulty ignition switches. The 2nd U.S. Circuit Court of Appeals in Manhattan said on Tuesday that the automaker did not agree to contractually assume liability for punitive damages as part of its federally-backed Chapter 11 reorganization. GM filed for bankruptcy in June 2009, and its best assets were transferred to a new Detroit-based company with the same name. The other assets and many liabilities stayed with "Old GM," which is also known as Motors Liquidation Co. Tuesday's 3-0 decision may help GM reduce its ultimate exposure in nationwide litigation over defective ignition switches in several Chevrolet, Pontiac and Saturn models. It is also a defeat for drivers involved in post-bankruptcy accidents, including those who collided with older GM vehicles driven by others, as well as their law firms. The ignition switch defect could cause engine stalls and keep airbags from deploying, and has been linked to 124 deaths. A lawyer for the drivers and their law firms did not immediately respond to requests for comment. GM had no comment. Circuit Judge Dennis Jacobs said GM's agreement to acquire assets "free and clear" of most liabilities excused it from punitive damages claims for Old GM's conduct. He also noted that the judge who oversaw the bankruptcy concluded that the new company could not be liable for claims that the "deeply insolvent" Old GM would never have paid. The decision upheld a May 2018 ruling by U.S. District Judge Jesse Furman in Manhattan, who oversees the ignition switch litigation. Drivers have sought a variety of damages in that litigation, including for declining resale values. GM has recalled more than 2.6 million vehicles since 2014 over ignition switch problems. It has also paid more than $2.6 billion in related penalties and settlements, including $900 million to settle a U.S. Department of Justice criminal case.
