GM is offering promotions on the 2017 Chevrolet Volt. As dealers receive the first shipments of the new model year of the Volt, the automaker is giving customers in certain areas (California, Connecticut, Massachusetts, Maryland, Maine, New Hampshire, New Jersey, New York, Oregon, Rhode Island, and Vermont) $1,000 cash back on their purchase. GM Financial is also offering lease discounts for a limited time, and trade-ins may be eligible for even more money back. The UK's potential exit from the European Union could mean tighter emissions regulations, potentially even in the UK. While Britain has fought against the EU on stricter rules, the "Brexit" could leave officials in Brussels free to strengthen air quality laws. The UK, despite giving up its seat at the table, would still be beholden to some rules as a member of the European Economic Area free trade agreement. Daimler will refrain from investing in battery pack production with other automakers for the time being. Daimler CEO Dieter Zetsche cites an overabundance of battery production, saying, "Contrary to the expectation four or six years ago when everyone thought that the cells would be a rarity that could even be used as a tool of industrial policy, there is de facto a massive overcapacity in the market today and cells have become a commodity." Daimler recently shuttered its own lithium-ion battery production due to high costs and low demand. Read more from Automotive News. Audi is partnering with the Viessmann Group to increase e-gas production using a new biological process. Audi has been making the renewable fuel through a two-part process of electrolysis (splitting water into oxygen and hydrogen) and methanation (reacting hydrogen with CO2 to make synthetic methane). The new biological process uses microoganisms to absorb hydrogen and CO2 to make methane. The process requires lower temperature and pressure, and doesn't require high concentrations or purity of CO2. Read more in the press release below.

EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). Recharge Wrap-up: Toyota FCV Rally Car To Compete, Barra bullish on Chevy Volt

The Toyota FCV will compete in the last stage of the 2014 Japanese Rally Championship. The sport-tuned hydrogen-powered car will tackle the 177-mile Shinshiro Rally on November 1 and 2, emitting no greenhouse gases in the process. The rally course will help prove the safety of the vehicle before it goes on sale in Japan in the next several months. The Toyota FCV, rumored to be called "Mirai" in Japan, will begin sales there before April, according to Toyota, and in the summer in the US and Europe. Read more in the press release below. Carsharing is becoming more popular, and more visible, throughout the world, including the US. According to WardsAuto columnist John McElroy, 18 percent of US drivers have used some sort of carsharing service. Additionally, he says 60 percent of Americans are familiar with Zipcar and Uber. Mercedes' Harald Kroeger says promotions like free parking for carshares in Stuttgart are encouraging growth for Daimler's carsharing service, Car2go. Read more at WardsAuto. Ethanol is being help up by rail transport, according to ethanol producer Green Plains. More and more stations are carrying E15 blend gasoline, but grain producers have complained that crude oil is given higher priority by the rail lines shipping it, which rail companies deny. Union Pacific and BNSF Railway say they are stepping up service to make sure that ethanol can be shipped reliably to customers. Read more at Omaha World-Herald. General Motors "has placed a significant bet [on] the electrification of the automobile," says CEO Mary Barra. In a speech to the Detroit Economic Club this week, she spoke about the Chevrolet Volt, and its importance to GM's future. While Barra admits the Volt's success has been "not everything we wanted," it has provided experience, and shows that EVs have "an important role in the future of GM." The new Volt is more refined, stores more energy, has longer range, uses less fuel and is a big investment for Michigan. She announced that the new Volt's electric drive system will be built in Warren, and that all of its major components will be made in Michigan. "Silicon Valley doesn't have a corner on the market for innovation, creativity and drive," says Barra. "These qualities exist here – in this region – as well."
