Recharge Wrap-up: Tesla factory tour video, Obama rejects Keystone XL

Tesla takes us on a 90-second factory tour in a new video. In the footage, we see humans and robots hard at work putting together the electric cars we all know and love. Pieces of the manufacturing process are interspersed with larger shots of the factory floor. In the end, we see the finished product leave the factory and speed off onto a cone course. Check it out in the video above. President Obama has rejected the proposed Keystone XL oil pipeline. After a seven-year review, he says it would not be in America's interest to build the 1,179-mile pipeline to bring oil from Canada's tar sands to the Gulf of Mexico. He cites passing a bipartisan infrastructure bill as a better way to create jobs, says US gas prices are already falling, and that reducing reliance on fossil fuels is a better way toward energy security. "The industry can find a different way to move that oil," says Christine Tezak, energy market analyst at ClearView Energy Partners. "If prices go up, companies will get the oil out." Read more at The New York Times. Chevrolet is donating a 2016 Volt to support For Inspiration and Recognition of Science and Technology (FIRST). Donations raised from the auction will help the organization bring student robotics projects to communities in need of greater science, technology, engineering and math (STEM) education representation. "The Volt exemplifies technology, and behind the next-generation Chevrolet Volt is a diverse team of engineers who understand the power of science and math," says Chevrolet Marketing Director Steve Majoros. Nissan has been ranked among the top five percent of global corporations in the Carbon Disclosure Project's (CDP) 2015 Climate Change Report. Nissan scored a perfect 100 points in CDP's Climate Disclosure Leadership Index. Nissan's successful Leaf EV, as well as its efforts to reduce well-to-wheel CO2 emissions by 90 percent by 2050, earned the automaker its high marks. "Nissan is providing customers with innovative products and promoting effective use of energy and resource by increasing sourcing diversity, such as with renewable energy and recycled materials," says Nissan Corporate Vice President Joji Tagawa. GM drops price of Spark EV to $25,995; lease to $139/month

The drive to lower EV prices continues. GM announced today that the base model 2015 Chevy Spark EV 1LT would get a price cut to $25,995. That's $1,500 less than it used to be but the bigger news might be the lowered lease price. Instead of $199 a month, all that Chevy is asking for to get you into an all-electric Spark now is $139 a month (39 months, with no money due at signing), down from the 36-month, $199-a-month lease cost with a $999 down payment. Sadly, the number of states where the Spark EV can be bought is almost as small as the lease payment: the car is available only in California, Oregon and Maryland (well, Maryland won't be ready until the summer). GM is doing more than just lowering the MSRP. On top of the federal and state tax incentives available, GM is offering bonus cash in all three states ($1,000 in California, $1,200 in Maryland, and $3,500 in Oregon). If you're wondering why those numbers vary so much, take a look at the already-available state EV incentives in play: California offers $2,500 and Maryland $2,300. Somehow, they all balance out. If you do some addition with the $7,500 federal tax credit, you see that the Spark EV can be had for $11,000 off the MSRP no matter where you buy. If you qualify for everything, $14,995 is a darn good deal for an EV, especially one as fun as the Spark. Recharge Wrap-up: Renault Zoe recall, Proterra buses log 2M miles

Renault is recalling 10,649 examples of its Zoe electric car for potential brake hose failure. Cars built at the company's Flins factory between the Zoe's 2012 introduction and October 6, 2014 - a quarter of all Zoes ever built - are subject to the recall, though no accidents have been reported from rupturing brake lines. Recalled vehicles will have the brake hose positions inspected and, if need be, fixed. Read more from Reuters. Proposed legislation in Massachusetts would make the state even more EV friendly. While the state already encourages EV adoption with a $2,500 rebate incentive, the new bill would give battery electric vehicle drivers HOV lane access. Additionally it would set up a standard building code for EV chargers, and allow EV-only parking spaces. "With decreased gas prices, a 10 percent increase in vehicle miles traveled over the last 20 years, and a carpool rate below the national average, we must address personal vehicle use directly as part of our transportation emissions reduction strategy," says Rep. Seamless operation, peppiness, and a nice suite of equipment make it a top choice for the publication. Proterra electric buses have accumulated 2 million miles of revenue service. That equals 3,800 tons of carbon emissions that have been prevented and 420,000 gallons of fuel unburned. Proterra says it has 63 buses in service in 15 cities, and that it is ramping up production to meet growing demand. "This latest milestone exemplifies the economic, environmental and civic value of electric mass transit," says Proterra CEO Ryan Popple, "and demonstrates to the transit agencies that diesel - often viewed as a necessary evil - is no longer necessary."
