These are the 'Greenest' and 'Meanest' cars in 2015

As has become tradition, the American Council for an Energy-Efficient Economy (ACEEE) has come up with a ranking of what it refers to as the "greenest" cars of 2015, and, by way of contrast, a list of the so-called "meanest" cars, so those who value eco-friendliness over all else can choose which vehicles they should or should not consider buying. As you may expect, electric cars make up the majority of the greenest cars on the list, but, perhaps surprisingly to many, the Tesla Model S didn't make the cut. It's worth noting, too, that where the electricity an owner uses to charge their electric vehicle has a big impact on its overall environmental impact. "A car that is charged using electricity generated from natural gas or renewables is going to have significantly less impact on the environment than one charged on a coal-heavy grid," says ACEEE lead vehicle analyst Shruti Vaidyanathan. The ACEEE's list for 2015 looks very different than it did in 2014. It's an interesting collection, though – and we're sure this goes without saying, really – we'd recommend doing a bit more research into each vehicle and how it might fit into your daily life before making any purchase decisions. General Motors CEO Provides Few Details In Appearance Before Congress

It was only two months ago that Mary Barra, freshly crowned as the new General Motors chief executive officer, visited Washington DC as an esteemed guest of First Lady Michelle Obama for the State of the Union address. On Tuesday, Barra returned to the Capitol under more strained circumstances. For more than two contentious hours, she took questions from members of a House of Representatives subcommittee investigating General Motors years-long delay in initiating a recall of millions of vehicles that contained a defect that has killed at least 13 people. Why did GM accept faulty ignition switches that were below the company's set specfications? Why did GM learn about the problem in 2001 yet take no action until 2014? Will GM compensate victims' families even though the company's bankruptcy may limit its liability? Those were a few of the questions members of the House Oversight and Investigations Subcommittee asked. Few concrete answers were forthcoming. For her part, Barra sidestepped most of the questions, saying she wouldn't have information needed to answer them until an internal review is completed. David Friedman, the administrator of the National Highway Traffic Safety Administration, testified after Barra. The biggest news that emerged from the hearing was that General Motors has retained attorney Kenneth Feinberg to advise the company on its civil and legal responsibilities. He has made a career of resolving disputes and serving in a 'fixer' role, serving as the chief of the federal government's September 11th Victim Compensation Fund, as an administrator of compensation fund for victims of the BP Deepwater Horizon disaster and a similar fund for victims of the Boston Marathon bombing. Barra, who has been GM's CEO since January but been with the company since 1980, expects to meet with Feinberg on Friday, and have a concrete plan within the next 30-60 days. Yet Barra would not say for certain Tuesday that GM would compensate the victims at all. Despite repeated questions from Rep. Diana DeGette (D-Colo.), Barra did not outline the company's intentions. "I assume GM is hiring (Feinberg) to help identify the size of claims and then compensate the victims? Is that right," DeGette asked. "Is GM willing to put together some kind of a compensation fund for these victims that Mr. Feinberg will then administer?" "We've hired him to help assess the situation," Barra replied. "So really, there's no money involved at this point," DeGette asked.

Weekly Recap: Electric Rapide concept showcases Aston's future

Aston Martin showed off an all-electric Rapide S prototype this week and announced an agreement with investment firm ChinaEquity to explore development of a production version of the sports sedan. The car could arrive in about two years if the project advances, and it would be built in Gaydon, England. The concept car, called the "RapidE" was developed with Williams Advanced Engineering. The electric Rapide is meant to highlight British innovation, and it was revealed during a state visit by Chinese president Xi Jinping to the United Kingdom. Spec were not available for the concept on display. "The car we showed in London is a fully running concept but not yet defining [of] our choice of battery, motor, inverter, etc," spokesman Simon Sproule said. "Now that we have a clearer path for producing the car, we will be defining all the parameters." Aston Martin has been vocal about its electric ambitions this year, and Sproule told us at the New York Auto Show that an all-electric Rapide could cost $200,000 to $250,000 or more. "It's a study, but we're serious about it," he said. Some reports have indicated the electric Rapide could pack as much as 1,000 horsepower. Aston considers electric technology the strongest play for modernizing its powertrains and meeting emissions standards around the world. Hybrids and all-electric models can offer high outputs and strong torque delivery, which is in keeping with the Aston's image as a sportscar maker. Company brass prefer this option over dropping down to four-cylinder engines. And yes, V8s and V12s remain part of the plan. The electric push is part of Aston's future strategy to remake its lineup, which includes refreshing its sportscars, building a production version of the electric all-wheel-drive DBX concept shown at the Geneva Motor Show, and adding a four-door Lagonda. OTHER NEWS & NOTES Domino's serves up purpose-built delivery car Domino's revealed a purpose-built pizza delivery car based on the Chevy Spark. It's called the DXP, for Delivery Expert, and it can handle up to 80 pizzas. The pies stay warm thanks to an oven located behind the driver's seat, and the DXP is sauced up with a puddle-lighting feature that projects the Domino's logo outside of the car. Power comes from the Spark's stock 1.2-liter four-cylinder engine rated at 84 hp that gets up to 39 mpg on the highway. Chevy dealers will be trained to service the DXP.
