Waivecar is a new carsharing service that allows users two free hours of EV driving. The rentals are paid for with advertising, and each Chevrolet Spark EV in the fleet has an ad board affixed to its roof. So, while the driver enjoys free use of the car, the organizations buying the ads get exposure wherever the user goes. Drivers pay $5.99 per hour past the first two free hours of use. The company is undergoing a three-month trial in Venice Beach and Santa Monica before considering possible expansion. "We're giving to the lower-income people that need cars," says Waivecar CEO Isaac Deutsch. Read more at Green Car Reports. Volkswagen CEO Matthias Mueller is calling for a reworking of European emissions testing. He feels it is time to adapt the tests so that lab results more closely reflect those of real-world driving. "The industrywide discrepancies between official test results and actual usage is no longer tolerable," says Mueller. "We, the industry, need to take a new path." He also says he will make VW more environmentally friendly, and that the automaker plans to roll out 20 new electric vehicles by 2020. The 30- and 60-second spots for the three-wheeled EV are titled "Own The Future," and will air on a variety of cable networks including ESPN, Fox News and National Geographic. EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). Chevrolet's famous small block V8 stands as one of the workhorse engines in American auto history, with its variants going into vehicles from hot rods to pickup trucks. But do you know that you can fully disassemble and completely restore one of these mills in just under four minutes? Well, as long as there's some assistance from time-lapse photography, that is. Hagerty created this short clip showing a dirt-covered small block turning from a frog into a prince. Thankfully, the time-lapse doesn't speed the process up too much, and it's still easy to see how all of the principal parts fit together.
