Fingers point to dragged-out NHTSA investigation after second death by ARC airbag inflator

Safety advocates have increased criticism of the federal government's National Highway Traffic Safety Administration after an exploding airbag inflator that's been under investigation for more than six years killed a second person.  On Wednesday, NHTSA posted recall documents filed by General Motors that revealed the second death, the driver of a 2015 Chevrolet Traverse SUV with an inflator made by Tennessee company ARC blew apart, spewing shrapnel. No details were given about where and when the death occurred. NHTSA has said that ARC Automotive of Knoxville has manufactured about 8 million inflators used nationwide in vehicles made by General Motors, Fiat Chrysler (now Stellantis), Kia and Hyundai. “NHTSA should have been all over this along time ago,” said Rosemary Shahan, president of California-based Consumers for Auto Reliability and Safety. “There's just no denying that itÂ’s a (safety) defect.” NHTSA, the agency charged with with keeping America's automobiles and roads safe, began investigating ARC inflators in July of 2015 after two people were injured by flying shrapnel. The investigation became more urgent in 2016, when a Canadian woman driving an older Hyundai Elantra was killed by metal airbag fragments. Public records show only a little progress on the probe. In April, the agency posted a memo in saying it was reviewing volumes of information it received from ARC. Safety advocates such as Shahan say that the dragged-out investigation is an example of the deadly consequences that can result from an understaffed and underfunded agency. The second death should not have happened, Shahan said, and vehicles with faulty ARC inflators should have been recalled faster. The agency, Shahan said, is “grossly underfunded," but it still should have sought recalls of the ARC inflators. She said historically NHTSA has taken little action during Republican administrations but has ramped up safety efforts when Democrats control the White House. Messages were left Wednesday by the Associated Press seeking comment from NHTSA and ARC. At this time, relatively few vehicles are effected. The GM recall covers only 550 Chevy Traverse SUVs from the 2013 through 2017 model years, as well as Buick Enclave SUVs from 2008 through 2017. The automaker said in a statement that the faulty front driver's airbag inflators were either installed at the factory or in replacement airbag modules.

GM to build outgoing Silverado and Sierra until late 2019

As it has done with previous generations, General Motors is keeping the outgoing versions of its 1500 pickups in production despite the arrival of the all-new 2019 Chevrolet Silverado and 2019 GMC Sierra. The production of the previous, K2 generation models will begin to be wound down gradually, according to Automotive News, starting with crew cabs "early next year," and double and regular cab models following during "the early second half of next year." The old model trucks will continue to be built into "late 2019" based on market demand, GM's spokesperson Kim Carpenter said. The Chevrolet will go by the name Silverado LD, with the GMC Sierra designation still to be announced. Some of the outgoing models are built by sharing the assembly work between two GM plants. Partially finished Silverado and Sierra double cab bodies are shipped from Fort Wayne, Ind., to Oshawa, Ont., where the trucks are completed, including receiving paint. This eases the workload in Fort Wayne, where production of the new T1 generation trucks started in July 2018. In January, the Silao plant in Mexico will take on the duties of building new generation regular cab and crew cab trucks. Carpenter also said that the "Oshawa shuttle," as the shared production is called, has been very successful. As a result, 60,000 more trucks will be built than what the original production forecast initially called for. GM's latest quarterly profits, disclosed last week to be $1 billion, have been far higher than expected and will result in full-year profits far higher than what had been predicted in light of steel tariffs. GM isn't the only truck maker taking a similar multi-generation approach for 2019. Chevy Bolt-based prototype may be a Buick EV for China

Late last spring, we got a look at a GM prototype that was clearly based on the Chevy Bolt EV, but with updated styling. It seemed like it could be a more crossover-styled Bolt, given the recently trademarked name of EUV. Now we get another look at the prototype, but the bodywork seems less suggestive of a Chevy, and more of a Buick. This vehicle definitely still appears to be based on the Bolt, rather than on another small GM platform. In the photos of it next to the current model, the size, wheelbase and profile are extremely similar. There are differences, though. The nose isn't as sloped or as rounded, and the rear window kicks up a little earlier. The biggest changes are in the front and rear fascias, and it's here that we see hints of Buick. There are prominent air inlets on each side of the front bumper that give the car a more aggressive look. The headlights still have a fairly rounded, organic look, but with little extensions like fangs underneath. The styled running-light section, rounded shape and the smoked lenses seem very Buick-like. The grille features a large badge that doesn't fit the shape of a bow-tie, and is more that of a round logo like Buick's. Around at the back, the full-width taillights stand out, and in the middle there is obviously a round badge, again like a Buick. The wide taillights would also be a natural evolution of Buick's current light design language that uses somewhat wide and thin lights. The rear bumper has been redesigned with new lower taillights. Now that we've established that this seems very much like a Buick, we don't think we'll see this particular version offered here with the badge. This is more likely a Buick version of the Bolt for the Chinese market, where the brand is associated with luxury and has been the spearhead for GM's electric and hybrid models. In fact, the Chevy Volt hybrid was sold there as the Buick Velite 5, which was part of a family of a electrified Velite models. This would probably also carry a Velite badge as well. While we might not see this specific Buick variant, we probably will see it offered as a Chevy in some form. With its more aggressive, crossover shape, it could be the rumored EUV model. Or it could be just a refresh of the current Bolt, since the model has been largely unchanged since its introduction for the 2017 model year. And extrapolating from this prototype, we can see how the headlights could be tweaked to tie into those air scoops as on the Suburban and Silverado.
