Recharge Wrap-up: Chevy teases Bolt driving range, China pursues EV subsidy cheaters

Chevy is teasing the Bolt's driving range, which it is set to reveal on Tuesday. It will certainly be able to travel more than 200 miles between charges, but the second and third digits in that value, as it stands today, are still question marks. On its Facebook page, Chevrolet is asking fans to try to guess the official range. Of course, Tesla fans have already started posting their own snide remarks in the comments. Chevy fans are certainly hoping to see the Bolt's range eclipse that of Tesla's upcoming Model 3, which the California-based automaker puts at 215 miles. Fuel cell company PowerCell Sweden says it has signed an agreement with a Chinese company to make range extenders for commercial trucks. The unnamed Chinese customer has placed an order and signed a memorandum of understanding with PowerCell Sweden, and the partners will develop methanol reformer fuel cell range extenders for electric distribution trucks. "Our unique expertise in fuel cells and reformer technology is receiving an increasing attention worldwide and we are truly pleased to get another Chinese order," says PowerCell Sweden Sales Director Andreas Boden. After the country's Ministry of Finance penalized five companies with fines and, in one case, revocation of production license for subsidy cheats, China has since named 20 more potential violators, including Nissan, Hyundai, JAC, and a subsidiary of BYD. Of the first five companies to be punished under the investigation, Suzhou Gemsea Coach Manufacturing is having its production license revoked, while four others, including a subsidiary of Chery, are being fined for about half of the subsidies received. How real is the Chevy Bolt EV and will it really cost $30,000?

"This is us bragging that we can do this kind of car." That's how Michael Simcoe, GM's executive director for NA exteriors, described the Chevy Bolt EV concept, which made a surprise appearance at the Detroit Auto Show today. While there was talk of a 2017 production debut, this is for sure a concept vehicle. But that means the ideas behind the vehicle are perhaps more important than the details. For example, no one is talking about what size battery might appear in a production Bolt, but Simcoe would talk about how rapid progress in battery improvements made it possible for GM to make the bold Bolt declaration that promises 200 miles and a price tag of around $30,000 (after incentives). But if the Bolt makes it to market, it won't be until 2017 (as rumored) or later, is it really fair to promote the car as being available with a federal tax credit? For one thing, credits for plug-in vehicles may change in the next few years, but if the laws stay the same, each manufacturer is limited to 200,000 vehicles before the credits start to decline. GM is justifiably proud that it's sold over 70,000 Volts thus far, but with a new model coming out later this year and a few years to go until the Bolt potentially arrives, GM could be pushing right up against that 200,000 limit when the Bolt goes on sale. But Volt executive chief engineer Pam Fletcher told AutoblogGreen that, "We're just trying to take some of the confusion out." "Think about talking to the average consumer," she said. "First, going through the explanation of how the federal tax credit was set up, how it's being used and so on. [In the industry, we] have the luxury of understanding the nuances of that regulation, but right now people who aren't in the marketplace, they don't have the luxury of all that. It's already hard to communicate the details so we gave them data in a way that is what they're used to seeing." There was one question that drove the two-year Bolt gestation and design period, Simcoe said: What does a better battery offer a vehicle designer? "We've got a number of spaces we play in for powertrain technology and obviously electrification is one of them," he said. "With Volt 1 and then the Spark EV, with that development and batteries getting better for us, we started doing some practical packaging to deliver a vehicle which was not the traditional aero form which you see around electric vehicles.

Chevy dials up the razzle dazzle for Special Ops concept

Inspired by naval camouflage schemes used during the First World War, Chevy created the 2016 Silverado Special Ops concept, which is on display this week at the SEMA Show in Las Vegas. Based on the 1500 Z71, this Silverado wears a three-tone paint job that mixes different shades of blue, which Chevy says gives the concept visual depth. The appearance is a riff on early 20th Century color configurations used by the US and British navies. Called razzle dazzle, the look is meant to disguise ships' size, speed, and direction. On the Silverado, it simply adds character and gives the truck a more military bearing. The concept also gets flared wheel arches, a sport bar in the bed with LED lights, and a utility storage system. The grille is fitted with black accents and has a thin LED strip running across the top. Inside, orange is used for the door pulls and glove box handle, and the instrument panel and arm rests have more dazzle coloring. The truck also gets an upgraded exhaust kit, six-piston brakes, and a performance air intake. Chevrolet Introduces Silverado Special Ops Concept Military-inspired truck reinforces capability with go-anywhere style LAS VEGAS – Chevrolet's 2016 Silverado Special Ops concept imagines a unique rescue vehicle for special-operations forces. It is based on the Silverado 1500 Z71, which features a new front-end design and new technologies built into its strong, high-strength steel body structure and fully boxed frame, and draws its design inspiration from naval design aesthetics. "This Silverado concept is a multipurpose truck that reflects the go-anywhere, do-anything commitment of special-forces teams," said Jim Campbell, GM U.S. vice president of Performance Vehicles and Motorsports. The naval-inspired camo appearance, called Razzle Dazzle, was developed more than 100 years ago to disguise a ship's speed, direction and profile to the enemy's eye. It is based on a three-tone blue exterior color, marked by a distinctive array of varying colored lines and shapes intended to mask the ship. "We created light, medium and darker shaded areas within camouflage bands flowing down the hood, body sides and tailgate," said Todd Parker, director of design, Chevrolet Accessories.
