A Chevy Camaro hybrid? That's what EcoCAR3 could bring

Figuring out a way for a hybrid powertrain to co-exist with the performance expectations of a classic American muscle car is a challenge that could vex that most experienced of automotive engineers. It's a challenge, in fact, being handed to a bunch of college students. Over the next four years, students from 16 North American colleges and universities will attempt to wring fuel efficiency from a 2016 Chevy Camaro as part of EcoCAR3, an advanced-vehicle technology competition sponsored by the Department of Energy, General Motors and others. They'll be attempting to use hybrid or plug-in hybrid technology while not sacrificing the performance of the Camaro, which was selected in part because the current model achieves just 17 miles per gallon in city driving and 28 MPGs on the highway, per EPA numbers. Students will get the latest version of the vehicle to work on, one that is expected to be unveiled next month on Belle Isle in Detroit. "If we still want to produce V8 Camaros, we're going to have to look at alternative methods of propulsion," said Al Oppenheiser, the chief engineer on the Camaro. "So the ideas that these college teams come up with could very easily be adapted to a car like the Camaro." Unlike similar competitions that reward fuel efficiency in vehicles, EcoCAR seeks those gains while emphasizing cost and consumer acceptance of these vehicles. The cars shouldn't look like experiments; they should look like everyday vehicles on the road. Previous competitions have allowed the teams to use whatever powertrain they desired. This time, EcoCAR officials designed the competition to concentrate on hybrid, hybrid-electric and diesel options. Competitors won't have the option of using hydrogen fuel cells as they have in the past. Last year, a team from Colorado State built a vehicle that contained both hydrogen and electric power sources. This year's limit is a curious choice, as some automakers such as Toyota have placed heavy bets on fuel cells in recent years. General Motors also runs a fuel-cell program. With the focus on cost and practicality, however, the program officials wanted to narrow the framework of the contest. "We always have some good decisions on what to make within the scope or out of scope," said Jim Kolhoff, global director of software engineering for General Motors.

The Chevrolet Spark EV will become available to retail customers in Canada. "We're expanding our electric vehicle offerings to our customers by offering the 2016 Spark EV for retail sales in the growing EV markets here in Quebec as well as in Ontario and BC," says Chevrolet's Chris Hay. Four recreational vehicle companies in Texas have settled with the EPA over illegal import and sale of off-road vehicles. The 4,000-plus Hammerhead brand vehicles in question were imported without the proper certification, a violation of the Clean Air Act. Some vehicles lacked proper emission control equipment or were manufactured by a company not listed on the certificate application. The settlement totals $560,000 in civil penalties for the companies involved. Read more from the EPA. The Iowa Supreme Court has upheld the state's natural gas tax, which was challenged by the ethanol industry. Ethanol producers, which use natural gas to make ethanol, argued the complicated tax was unconstitutional, as it forced certain plants to pay more than their competitors. Taxes vary by location, and some plants have to tap into interstate pipelines at much higher tax rates rather than get it from a local utility. Now, ethanol producers will work to change the law. "My hope is that people understand that, something may be constitutional but that doesn't make it good public policy," says Iowa Renewable Fuels Association Executive Director Monte Shaw. Valeo says Audi will launch a vehicle using its electric supercharger next year, with other reports suggesting that car will be the Audi Q7. The company says other unspecified automakers will also use the technology in their vehicles. NHTSA investigates 1.7 million GM SUVs for windshield wiper failures

WASHINGTON - The U.S. National Highway Traffic Safety Administration (NHTSA) said on Tuesday it is investigating whether General Motors should recall an additional 1.7 million sport utility vehicles due to an issue with windshield wiper failures. GM in August 2016 recalled 367,800 2013 GMC Terrain and Chevrolet Equinox SUVs in the United States to address the problem. But after receiving 249 complaints about similar problems, the federal agency said it is probing whether the recall should be expanded to include an additional 1.7 million vehicles from the 2010-2016 model years. The automaker said it is cooperating with the NHTSA review. GM said it recalled the 2013 GMC Terrain and Chevrolet Equinox SUVs "because warranty data showed a higher-than-expected failure rate," adding it has continued to monitor field data on other model years of those vehicles. GM noted that no crashes or injuries related to the issue have been reported. The Detroit-based automaker said the recalls were prompted after a GM Canada brand quality manager reported a potential safety issue relating to reports of windshield wiper failures in Canada through GM's "Speak Up For Safety," program in late 2015. The data showed significantly higher field incidents in parts of Canada, which prompted a June 2016 recall there. Over the next two months, a higher number of U.S. reports prompted a U.S. recall, the company added.
