GM finds steering flaw, decides it doesn't warrant a recall

Guess what? General Motors is back in the spotlight for not recalling something. This time, though, not only does the company have an argument against a recall campaign, but its position is supported by the National Highway Traffic Safety Administration. According to The New York Times, over 50 owners of GM vehicles have reported instances of stuck or seized steering after driving long distances without moving the wheel. One owner complained to NHTSA that the "locked" steering of their 2013 Buick Verano caused a collision with a concrete barrier in a construction zone. Along with the 2013 to 2014 model year Verano sedans, Chevrolet Cruze and Malibu sedans are also affected. Considering the popularity of those models, GM needs to have a reason for not issuing a recall, right? "Based on a very low rate of occurrence – ranging from less than one half to less than two incidents per thousand vehicles – and the fact that the condition is remedied when the wheel is turned, GM determined this was not a safety issue," spokesman Alan Adler told The Times. The company has, however, issued a technical service bulletin for owners that complain of the problem. The fix is nothing more than a software update that is covered for 10 years or 150,000 miles from new. NHTSA cited GM's actions, along with descriptions of the problems from customers, in its decision not to issue a recall, with spokeswoman Catherine Howden saying, "the symptoms described would be a brief, perceptible change in steering feel that has little to no effect on the driver's ability to safely steer the vehicle." "When terms like 'notchy,' 'stick,' 'slip' or 'feel' are used, it does not indicate a meaningful increase in steering effort," Howden told The Times via email. What do you think? Recharge Wrap-up: meet the Luka EV project, VisibleTesla allows Model S hacking

Select Registry is partnering with Tesla to install chargers at many of its lodgings. More than 170 hotels, inns and bed & breakfasts will install Tesla High Power Wall Connectors for their guests to use. So far, 63 properties have installed the chargers. Eventually, Select Registry members in 34 states as well as Nova Scotia will offer charging on-site. Tesla's wall charger provides the Model S with 58 miles of range per hour. Tesla Model S owners can hack their car with the VisibleTesla app. The free, open source app allows users to check on and control the status of the car and its subsystems, similar to Tesla's official apps. VisibleTesla can also be used to schedule certain automated commands. For example, its creator, Joe Pasqua, has his car send him a text message reminding him to bring his bags with him when he enters the grocery store parking lot. Other users have the car remind them if the car is not charging at a certain time, or schedule the car to turn on the heat before departure. Employees, particularly the utility's energy efficiency experts, will use the cars to travel to customers' homes and businesses to conduct energy audits. "We are leading by example and demonstrating to our customers, and other Georgia businesses, that electric transportation works for all drivers," says Georgia Power Chairman, President & CEO Paul Bowers. The Luka EV is a project to build an affordable, lightweight, retro-looking, road-legal electric car in one year. The team wants to get the car certified for use on EU roads by September 2015. They have goals of achieving a driving range of 300 kilometers (about 186 miles), keeping the cost under ˆ20,000 (about $22,280 US at current rates) and the weight under 750 kilograms (about 1,650 pounds). Most of the US won't get 2016 Chevy Volt

Every major plug-in vehicle launch in the US has been a patchwork operation, with automakers focusing their initial efforts on targeted locations like California where they expect to sell the most units. Today, we learned that even five years into the plug-in car project, the game remains the same. According to GM, the second-gen Chevy Volt is going to be rolled out in the same manner. In fact, GM is limiting availability of the 2016 model year Volt so much that most of the US will not have access to the car at all. For 39 states, the second-gen Volt will first be available as a 2017 model year vehicle at some point in the spring of 2016. When GM announced the buying process for the new Volt, it made it clear that dealers in California would be the first to place their orders. Hybrid Cars now reports that the first deliveries will be also limited to California and 10 other states that follow the California Air Resourced Board (CARB) rules: Connecticut, Massachusetts, Maryland , Maine, New Hampshire, New Jersey, New York, Oregon, Rhode Island, and Vermont. GM spokesman Kevin Kelly told AutoblogGreen that this is all according to plan. "Chevrolet has a shortened model year for the 2016 Chevy Volt that will have a limited distribution network," he said. "The 2016 Volt will be sold in our strongest EREV markets. The 2017 Chevrolet Volt will begin production early this spring and will be available throughout the country." It appears that non-CARB state Volt customers will be able to order their Volts starting October 1, according to documents posted on Hybrid Cars, where we also learn that 2016 Volt production for California started in August, will begin in late October for the other 10 CARB states, and in early 2016 for the rest of the US. Unsurprisingly, dealers outside of the 11 CARB states have been complaining that they can't order the much-anticipated new Volt for their customers just yet. Related Video:
