EV tax credits: Here's every electric car or plug-in hybrid that qualifies

Starting on April 18, the Internal Revenue Service released new guidance for U.S. buyers shopping for a new electric or plug-in hybrid vehicle. On April 18th, the IRS showed only six fully electric vehicles on the qualified list, but a day later Volkswagen confirmed its U.S.-built ID.4 also qualifies. That means right now, seven fully electric vehicles qualify for the full $7,500 EV tax credit, with three more from Chevrolet coming for the 2024 model year (we would expect these 2024 models to roll out slowly and be difficult to find for at least the first few months they are on the market). In addition to those seven fully electric cars, two plug-in hybrids also qualify for the full $7,500 credit. To qualify, a vehicle must be assembled in North America and must meet a strict set of guidelines that cover where battery materials were sourced. If any battery materials come from certain countries (importantly including China), the vehicle's tax credit is automatically cut in half. Further, according to the IRS, the vehicle's manufacturer suggested retail price (MSRP) can't exceed $80,000 for vans, sport utility vehicles and pickup trucks or $55,000 for any other type of vehicle (basically meaning sedans). The average price of a new car in America hit a new record in December 2020: $40,573. Not that we're surprised — the average has been over $35,000 for the past few years — but seeing that baseline figure crest 40 large is still a sticker-shock to the system. So, as we do every once in a while, we put our collective heads together and came up with a list of alternatives that you could choose to buy for that sum, new or old, classic or practical. Now, let's be crystal clear about one thing here. We're not actually recommending you make this type of decision. That said, we wouldn't blame you if you did. Managing Editor Greg Rasa: $40,000 will buy a fully loaded Camry or moderately equipped crossover. Or, for $39,997, to be exact, one could go motoring in a fine British automobile. This 2006 Aston Martin DB9 Volante in Alabama has 21,452 miles on it, and depreciation has worked its cruel magic: It is listed for less than one-quarter of its $168,000 starting MSRP when it was new. A check of other used DB9s nationwide indicates this is a fair price. This Aston's CarFax reveals two owners. (One, really, as the second was a dealership. Looks like it got traded in for a Porsche.) If you're understandably concerned about reliability, its service history indicates no surprises to date. Remember, it has a 450-horsepower 5.9-liter V12. And spring is coming. Of course a used Aston Martin is riskier than a new Camry. But as Louis Prima sang, "Enjoy yourself, it's later than you think." What price beauty? Less than $40 grand. Associate Editor Byron Hurd: This price point opens up a ton of options in the "nearly new" luxury space, including a few good enthusiast picks, but my nod here goes to the Cadillac ATS-V. The discontinued, M3/M4-rivaling, 465-horsepower sport sedan and coupe can be had all day long in this price range with low miles. In fact, the real challenge is finding one in the spec you want, since it's one of those old-fashioned cars that actually presented the buyer with choices. Here's a clean, six-speed sedan in an actual color for less than our target price, for example. Coupes are more plentiful than sedans, especially in interesting colors, but there are plenty of them out there.

2020 Cadillac XT5 spied undisguised with infotainment from CT5

The reveal of the 2020 Cadillac XT5 crossover must be seriously near, because one of our spy photographers caught the new one completely undisguised. Seriously, there aren't any vinyl coverings anywhere, and the interior was completely bare, too. The update is minimal for the most part, but the interior reveals a big infotainment change. Before we get inside, we'll do a quick overview of the exterior. The front grille has a new mesh insert, and the lower air dam has a wider, thinner metallic accent. At the back, the colors for the faux skid plate or diffuser motif have been swapped. And that's it for the exterior. See? Told you it would be quick. The interior is nearly unchanged, too, except for the aforementioned infotainment system. Instead of the current model's touchscreen-only interface, the new XT5 adopts the control knob featured in the XT4, XT6 and CT5. It fits quite naturally behind the electronic shift lever. If it's like the system in other Cadillacs, fans of the touchscreen shouldn't worry, because you'll still be able to use the touch functions if you wish. Odds are we're months away from the new XT5 hitting dealers, since this is clearly a finished prototype. It will most certainly offer the same 3.6-liter, 310-horsepower V6 and 8-speed automatic of the current model. It's possible Cadillac will introduce a slightly more affordable 2.0-liter turbocharged inline-4 as an option, possibly even a turbo inline-4 hybrid powertrain, since both powertrains are available on the current Chinese-market XT5.
