U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Not long before the demise of Olds, though, you could buy an Eighty-Eight with the supercharged L67 V6, known as the Luxury Sports Sedan or LSS. These cars are very rare today, but I spotted this '97 in a Denver self-service wrecking yard. These Eaton blowers are now so easy to find in wrecking yards that most of them go unpicked by customers. The going rate for this supercharger is about 50 bucks, because everyone who wants one already has a big hoard of the things. If you have ever wanted to drop a supercharger onto your crapcan race car's engine, now is the time. Performance was respectable for the era, with output of 240 hp and 280 lb-ft. The 3800 was the descendant of the ancient Buick V6, which debuted way back in 1962, so GM had had many decades in which to make it a dependable (though not very smooth-running) powerplant. Yes, you could still buy big ol' sedans with rear drums at the dawn of the 21st century. Did the LSS steal any sales from potential BMW or Mercedes-Benz buyers? Probably not many, though its $27,695 price tag must have looked pretty tempting when compared to that of the much slower $32,960 Lexus ES 300 in 1997. Right now is the best time to make a resolution you'll enjoy sticking with. The reviewers at Popular Mechanics were unable to break the first-year LSS. Opel to electrify all model lines by 2024, speeding PSA transition

What do you see in the Opel logo? That's right, a lightning bolt. As the German automaker dramatically restructures its future plans, electric cars are in the core of Opel's survival. With attempts to stop leaking money, Opel is speeding up its secession from GM technology, launching nine new models by 2020 with the aim to complete transition to PSA hardware by 2024, leaving only two Opel platforms. This is all part of Opel's freshly announced PACE turnaround plan, which is crucial for the company's survival, according to CEO Michael Lohscheller. "PACE will unleash our full potential. This plan is paramount for the company, to protect our employees against headwinds and turn Opel/Vauxhall into a sustainable, profitable, electrified, and global company," says Lohscheller. Competitiveness will be improved by reducing per-car costs by 700 euros, and by cutting marketing costs by 10 percent. Regarding Vauxhall's future, the statement still includes the British brand. When the Opel sale agreement was reached between PSA and GM in March, the plan was to start implementing PSA technology in 2019, completing the transition in eight years, as Automotive News says. The new business plan is noticeably faster. By 2020, with full access to PSA's electric tech, Opel would have a fully electric next-generation Corsa hatchback and a PHEV version of the Grandland X SUV, which is already based on Peugeot's 3008 model. Currently, there are nine Opel platforms and 10 engine families. By 2024 there should be two platforms and four powertrains; the number of diesel engines in use remains to be seen, and all product lines would include an electrified model. There would be an SUV and a midsize vehicle based on PSA's EMP2 architecture, with the former built in Eisenach — formerly known as the town that built East German Wartburg cars before its Opel era — and the latter built in Russelsheim, where Opel HQ is located. The Russelsheim hub will become PSA's global "competence center," where all Opel/Vauxhall vehicles would be engineered — not Paris. Plans include avoiding any factory closures or personnel layoffs. The PACE statement also mentions Opel's entrance to all of 20 new export markets, with a specific mention of China and Brazil, countries which have traditionally seen Opels sold as Chevrolets.
