U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Opel Insignia wagon would make a mighty fine Buick Regal

Once again, the Buick Regal's European stablemate will be getting a long-roof iteration, and our spy photographers have caught it out testing. Normally we wouldn't be overly concerned about the new Opel Insignia wagon, but considering the rumors surrounding a Regal wagon, we have reason to pay attention. Like the next-generation Insignia sedan that we've previously seen, this wagon adopts a much longer and wider look compared with the current model. The nose is also noticeably more upright than the gently sloping iteration of its predecessor. These changes are accompanied by more slender lights and a generally more broad-shouldered look. It's difficult to discern much else, though. As for the odds of this wagon appearing in the States, they look decent, but far from guaranteed. The next Regal sedan will probably continue as a rebadged Insignia, and may be built in Germany. Rumors of a wagon have persisted, supported by word of focus group testing with other wagons and the registration of a trademark for "Tourx." If Opel produces another high-riding, plastic-clad Country Tourer model, we could see it come here with the Tourx name to challenge the Subaru Outback, Audi Allroad, Volvo Cross Country models and, most recently, the Mercedes E-Class All-Terrain. It would also provide the company with another crossover-esque model for little extra development cost. We've also heard a report that a Regal wagon of some sort was confirmed at a dealer meeting. Buick Regal, Hyundai Sonata

Toyota is ramping up production of an all-new 2018 Camry and spending over $1 billion – with a "b" – at its Georgetown, Ky., plant. That investment speaks to the popularity of midsize sedans, despite sales inroads made by crossovers. While Accord and Camry are givens in the segment, less attention is paid to Buick's Regal and Hyundai's Sonata. And if shopping for a midsize sedan with a $30,000 budget, you should pay attention. Both offer a compelling combination of attributes and can be well equipped for that price point. Finally, both are due for either a major redesign (Regal) or aggressive freshening (Sonata) in the 2018 model year. Both Buick and Hyundai will be offering incentives 2017s, but Hyundai's program is more aggressive, with up to $6,000 in savings (as this is written). BUICK REGAL: For those seeking exclusivity at well below an "exclusive" price, there is the Regal. Designed by GM's Opel as the Insignia, the version sold stateside keeps most of its Eurocentric nature. It doesn't pretend to be an Audi or BMW, but it provides something more German than Volkswagen's Germany-by-way-of-Tennessee Passat. A Regal, in all-wheel-drive 'Regal' trim, supplies you with a turbocharged 2.0 liter and 6-speed automatic transmission. Its 259 horsepower and 295 pound-feet of torque propel the 3,600-pound Regal with authority and respectable efficiency. Despite its relatively low curb weight, the Regal feels substantial, with a heavy feel behind the wheel and a quiet authority going down the road. Inside, you'll find an interesting mix of Old World and New Detroit, with informative gauges, a center stack that dominates the instrument panel, supportive buckets up front and a reasonably spacious rear seat. The Regal's interior volume is respectable (97 cubic feet inside, while the trunk has 14 cubic feet), but this remains a better environment for young families or empty nesters. Those with a lot of kids or stuff should shop Buick's about-to-be-redesigned Enclave or midsize Envision. For the 2017 model year, Apple CarPlay and Android Auto have been added. The Driver Confidence 1 package (optional) includes Forward Collision Alert, Lane Departure Warning, Lane Change Alert, Side Blind Zone Alert, Rear Cross-Traffic Alert, Following Distance Indicator and memory seats. Driver Confidence 2 has Collision Preparation with Collision Mitigation Braking and Full Speed Range Adaptive Cruise Control. It's all good stuff.
