U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Buick Electra-X SUV Concept is a sporty-looking electric crossover

We all saw the gorgeous Buick WIldcat EV concept yesterday, but slipping under the radar was another Buick concept revealed in China: the Electra-X Concept SUV. Buick is planning on using “Electra” to name its future EVs, and this is our first look at a concept with the name attached to it. Specifically, Buick says that this concept “previews the production version of BuickÂ’s new generation of electric vehicles in China, underpinned by GMÂ’s revolutionary Ultium platform.” Nowhere in BuickÂ’s announcement does the brand say this concept will transfer to future Buicks in the U.S., but itÂ’s an interesting thought to entertain. The Electra-X Concept SUV looks like a fastback SUV, or crossover coupe, which is already a common bodystyle here in North America. Seeing that BuickÂ’s intention is to use the Ultium platform, that gives even more reason that something along these lines could find its way into U.S. showrooms. This specific concept is all about design, and itÂ’s easily the most attractive Buick SUV weÂ’ve seen. Buick says the carÂ’s “fresh and youthful” expression is meant to appeal to younger customers. It certainly looks far more sporty than what weÂ’re used to seeing from Buick, which is a good thing. YouÂ’ll notice itÂ’s wearing a new Buick badge up front. The light design in front and back is meant to resemble what weÂ’ll see on future production cars, and like many lights these days, they flash an animation at you as you approach the car. The four-seat interior is meant to look sporty and clean. Plus, it shows off the flat floor capabilities of the Ultium platform. It has an airy feel thanks to a wraparound windshield and glass roof. The seats are wrapped in fabric made from recycled water bottles. YouÂ’ll also see “GS” etched inside the cabin meant to hint that there will be electric GS models in the future. Its main display is a 30-inch 6K screen, and the car features 5G connectivity for the speediest-possible connection to the internet. Super Cruise in its most advanced, current form is also onboard, which is great to see for the Buick brand. Related video:

Junkyard Gem: 1978 Buick Electra 225

The Buick Electra was a big, plush, dignified land yacht for the 1959 through 1976 model years, but certain events in the middle 1970s, coupled with increasing sales of imported cars, convinced The General that a weight-loss program would help Electra sales. For the 1977 model year, the big Buick became 11 inches shorter and shed close to 900 pounds. Sales took off. Most of these cars are gone now, but I was able to find this faded '78 in a San Francisco Bay Area self-service yard a few weeks back. Just to be clear, the Buick Electra in the iconic Sir Mix-a-Lot video, My Hooptie, is a 1969 model. That car was much bigger and more powerful than today's Junkyard Gem. This car has the optional Oldsmobile 403-cubic-inch V8 engine under the hood, which was good for 185 horsepower and 320 pound-feet of torque. This is the same type of engine that was badged as a 6.6-liter plant in the Pontiac Firebird Trans Am of Smokey and the Bandit fame, and GM's mix-and-match games with engines from different divisions went on to cause great disgruntlement among buyers who wanted a Buick engine in a Buick. The silver-faced gauges were pretty cool-looking by late-1970s standards. The interior is standard-issue Detroit luxury car for the era: much vinyl, many molded-in fake stitches, plenty of not-trying-very-hard-to-look-real "wood." These cars rode very comfortably and looked sharp, so who cared if the interiors were plasticky? According to Glenn Ford, the '78 Electra carried on an ancient tradition of Buick luxury.
