U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

2018 Buick Regal TourX starts right around $30,000

The all-new Buick Regal is coming, and it's ditching the sedan bodystyle in favor of two liftback variants. This week, CarsDirect reported pricing on the more interesting of the two, the Regal TourX. While we're waiting on an official confirmation from Buick, at $29,995 (presumably before destination), the lifted-wagon will significantly undercut competitors from BMW, Volvo, and Audi. With standard all-wheel drive and a powerful turbocharged inline-four, the Regal TourX has the potential to steal som sales from the Europeans. CarsDirect bases its report on the latest Buick order guides. All versions of the Regal TourX come with all-wheel drive and a turbocharged 2.0-liter inline-four making 250 horsepower and 265 pound-feet of torque. The only available transmission is an eight-speed automatic. Push-button start, active-noise cancellation, and 18-inch wheels are part of the package. The Regal TourX Preferred bumps the price to $33,575. For the extra few hundred dollars, you get an auto-dimming rearview mirror, leather-wrapped steering wheel, power driver's seat, and door sill plates. There are also more colors available than on the base model. Further options include a $1,240 driver's assistance package with blind-spot monitoring, rear park assist, and cross-traffic alert, and a $1,200 panoramic moonroof. A fully loaded, top-trim Regal TourX rings in at $38,860. Direct competitors are difficult to name. The pricing is above something like the Volkswagen Golf Alltrack, but far less than the Audi A4 Allroad, Volvo V60 Cross Country, or a BMW 3 Series wagon. It ought to offer more power and refinement than a Subaru Outback, but we'll have to wait to drive it before we can make a final call. Biden's tariffs likely won't impact Americans already driving Chinese-built cars

A 2024 Buick Envision Sport TouringGM-DESIGN Chinese car brands are missing from the US market, but Chinese-made cars are still sold in the US.  Americans bought more than 104,000 Chinese-made cars in 2023 and nearly 28,000 in Q1 2024. Buick, Lincoln, Polestar, and Volvo all sell cars in the US that are made in China.  Of the more than 15 million cars sold in the US last year, none wore the badge of a Chinese car brand. Chinese EV heavy hitters like BYD and SAIC are conspicuously missing from US showrooms. With the government's existing 27.5% tariffs on Chinese-made cars and Tuesday's new 100% tariffs on Chinese-made EVs imported to the US, the situation isn't likely to change anytime soon. What some people might not realize, however, is that tens of thousands of cars manufactured in China are sold in the US every year. Volvo's S60L sedan was one of the first Chinese-made cars to be sold in the US starting in 2016, followed by Buick's Envision SUV and Cadillac's CT6 Hybrid. According to Automotive News data, US consumers purchased more than 104,000 Chinese-made vehicles in 2023, up 45% from 2022. Americans bought another 28,000 Chinese-made cars during the first quarter of 2024. Currently, Buick, Lincoln, Polestar, and Volvo sell Chinese-made vehicles in the US. Of those, the only Chinese-made EVs come from Polestar, a brand co-owned by Volvo and its parent company, Geely Automotive. The EV brand imported just 2,217 cars in the first three months of 2024. It is unclear how the new tariffs will affect Polestar's future production plans. The company eventually plans to move some of its car production to South Carolina in 2024. In a statement to Business Insider, a Polestar spokesperson said the company is evaluating the Biden Administration's announcement. Here's a closer look at the Chinese-made cars on sale in the US. Buick Envision A 2024 Buick Envision AvenirGM When it launched in 2016, the Buick Envision compact SUV was one of the first Chinese-made vehicles sold in the US. The second generation Envision, which arrived in 2021, continues to be made in China at one of the plants GM operates in a joint venture with SAIC. The Envision was Buick's second-best-selling model in 2023, with more than 44,000 vehicles sold. Last year, Buick sold 167,000 vehicles across its entire lineup in the US, an impressive 61% increase over the previous year. However, this number pales in comparison to Buick's sales in China, which totaled 517,000 units last year.
