U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

Buick Enclave gets continental makeover with Tuscan trim

Buick is trying to lend an air of Italian elegance to the Enclave with its newly announced Tuscan Edition that's available on the crossover for the 2016 model year. Named after the famously hilly and fertile region of Italy, the package brings some bronze accents to the CUV. As the very specific trademark filing for the Tuscan suggests, the special edition adds bronze trim to the uprights in the grille, and the metallic color finds its way into the embellishments on the 20-inch chrome wheels, too. Buyers also get to choose from three shades when ordering the package: White Frost Tricoat, Dark Chocolate Metallic and Ebony Twilight Metallic. Beyond those trim upgrades, the Tuscan Edition is just like any other Enclave. The package can only be ordered on the Leather and Premium trims, and all of their features are still available including a power moonroof, park assist, HID headlights and many luxury features inside. As with the rest of the range, power comes from a 3.6-liter V6 with 288 horsepower and 270 pound-feet of torque that routes through a six-speed automatic. There's also a choice of front- or all-wheel drive. The Italian-inspired CUV makes its debut at the New York Auto Show in just a few days and brings its bronzer to dealers this summer. NC dealer falsely announces return of Regal Grand National, Regal GNX

Like many new car dealers, Liberty Buick GMC gets so excited about its brands' new wares that it puts out press releases announcing when new models are on the way. That's not typically national news, but the Charlotte, NC store has created a bit of internet hubbub by announcing that it will be "one of the first dealers in the country to offer the Buick Regal GNX," and it's even started to add customers names to a waitlist. Only one problem: Despite seemingly annual rumors and calls for such a model, Buick hasn't announced any Grand National models at all – let alone a GNX – and no such models are actually in the cards. The Liberty Buick press release talks in a nostalgic, venerative tone of the original 1982-1987 GN franchise, and goes on to say: "These returning relics will be based on the highly-acclaimed Alpha vehicle architecture currently used in the Cadillac ATS, 2014 Cadillac CTS, and soon to be in the sixth-generation Chevy Camaro. Alpha is the internal name of a General Motors vehicle architecture engineered to underpin compact and mid-size rear-wheel-drive vehicles." In the release, Liberty Buick claimed the GN/GNX models would arrive in late 2015, citing a coupe bodystyle, including a rather fantastical-looking GNX rendering from Bestride.com. Unsurprisingly, none of this is true. Autoblog reached out to Buick for comment about the release, and brand communications manager Nick Richards confirmed that the company had discussed the matter with Liberty Buick representatives. Richards went on to say that the release was wholly incorrect, proclaiming "an agency [for the dealer] picked up a lot of stuff off the internet" and ran with it, including an old Car and Driver story from 2013. The dealership subsequently issued a retraction, with Scott McCorkle, owner of Liberty Buick GMC saying: "We love the idea of the Buick Regal GNX coming back to our showroom but for now, it's only a concept. Bottom-line, the article was incorrect.
