GM’s Charlie Wilson was right: Stronger regulations can help U.S. automakers

Charlie Wilson had been the president and CEO of General Motors before being nominated to become secretary of defense by Dwight Eisenhower. During his Senate confirmation hearings, he controversially said, "For years I thought what was good for our country was good for General Motors, and vice versa." And he was right. While car companies aren't necessarily the most progressive when it comes to things that might have the slightest possibility of political blowback, General Motors should be credited for doing something absolutely forthright in this regard with its announcement that it wants the federal U.S. government not to squash the California Air Resources Board's emissions requirements but to actually create a 50-state "National Zero Emissions Vehicle" program that, in the words of Mark Reuss, executive vice president and president, Global Product Group and Cadillac, "will drive the scale and infrastructure investments needed to allow the U.S. to lead the way to a zero emission future." Filing comments to the Safer Affordable Fuel-Efficient Vehicles Rule for Model Years 2021-2026 Passenger Cars and Light Trucks is one thing. But a graphic the company developed for this announcement — shown above — is something else entirely, something that is absolutely credible, creative and clever. There is a photo of a Chevrolet Bolt EV driving along a highway, which seems to be in Marin County (based on the blurred San Francisco skyline in the background). Text on the photo states: "It's Time for American Leadership in Zero Emissions Vehicles." It seems to say, in effect, "If we want to make America great again, then we're going to do it by leading in technology, not by retreating behind weakened regulations." General Motors understands that the auto market is globally competitive, and if U.S.-based companies are going to be in the game, then they'd better be able to out-innovate the companies based elsewhere, where emissions and economy standards are not being weakened. 2022 Buick Encore starts at $25,795

The Buick Encore entered the market here for the 2013 model year, its combination of solid, practical, and premium-ish content working well enough to increase sales by about 10% every year until 2019. The shine on that first-year model was such that it was recently voted one of the best used-car buys under $10,000. Still in its first generation, the Encore soldiers into the 2022 model year with a few small changes. The biggest update for the 2022 Encore is a newer 1.4-liter four-cylinder engine with more power. The previous unit produced 138 horsepower and 148 pound-feet of torque; the new 1.4 will unleash 155 hp and 177 lb-ft. That engine will only be available on the Preferred trim — which is the only one left. In 2018, the Encore came in six flavors. Whittling reduced that to a base model and a Preferred model for 2021, and for next year the base departs. Also (kind of) under the hood, an electric heater and defroster replace the traditional heater core system, for faster toasties in cold climes.  The only change outside is the addition of an exterior temperature sensor. Inside, the eight-inch infotainment touchscreen shrinks to become a seven-inch touchscreen. The passenger's seatback will no longer fold flat, so Buick took the opportunity to add a seatback map pocket to the shotgun position. Buick will charge $25,795 for the 2022 Encore, that figure including the $1,195 destination charge. It's the same price as the 2021 Encore Preferred.  The continued paring of the lineup suggests GM is ready to wind the model down now that the tiny-bit-larger and more profitable Encore GX is killing the Encore in the sales race. Through the end of September, the Encore is down on its 2020 sales volume in the U.S. by about half, whereas the Encore GX has more than doubled its 2020 sales so far this year. Automotive News reported that the Encore will quit the U.S. market in 2023 without a replacement as the automaker digs into its electric efforts. GM Authority believes there's a chance the new-generation Encore sold in China could come here.

But Monterey – and Pebble – features lots of newer metal, too, and that includes the concept lawn at Pebble Beach. Now, "concept lawn" isn't a totally accurate name anymore, and you'll see why in the list below. This year especially, plenty of production cars can be found in the area once reserved for the conceptual. Still, we're happy to see them.
