GM seeks to exempt Buick Envision from U.S. auto tariffs

General Motors is seeking an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility, the automaker said on Thursday, in a move to prevent the key model in the brand's U.S. lineup from becoming a victim of the U.S.-China trade war. The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. The Envision, assembled only in China, last year accounted for about 19 percent of Buick brand sales in the United States. GM said in a statement that it filed the request on July 30 with the U.S. Trade Representative. An official notice was posted on Thursday on the regulations.gov website, which is tracking requests for exclusions from the so-called Section 301 tariff on certain imported goods from China. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said the "vast majority" of Envisions, about 200,000 a year, are sold in China. About 41,000 were sold last year in the United States. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such midsize crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. GM has taken other steps to soften the blow of tariffs, which hit just as the automaker had lowered the price of the Envision to make it more competitive. Ahead of the July 6 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate. Envision sales from April through June plunged to just 7,000 vehicles, while inventories climbed to more than 13,000 vehicles at the end of June. At the current sales rate, the Envision supply should be enough to keep many dealers stocked through the end of the year. GM had lowered prices by as much as $2,500 on the 2019 models, which it started shipping in late April. That means Buick's 2,000 U.S. dealers should have lower-priced Envisions to sell well into the fall. "The previous price point was too high" on the 2018 Envision, said Casey Clark, sales manager at Serra Buick GMC Cadillac in Washington, Michigan, in an interview.

Back in the '80s, a Buick Grand National could leave a lot of vehicles in its dust. The final, 1987 version of the menacingly styled performance coupe produced 245 horsepower and 355 pound feet of torque, and it was never designed to sit still, let alone for 30 years. But two low-mile Grand Nationals did just that. At the time, it was widely known that nothing like the Grand National would be built again, as the Regal platform would be moving to front-wheel drive. So a lot of buyers stockpiled Grand Nationals and rarer GNX versions with the idea of making a buck on them when they gained value. Some people even bought several. That's what happened to these two cars, recently unearthed from their slumber. Thirty years of storage has turned them into barn finds instead of showroom beauties, and they haven't exactly been flawlessly preserved. A story reported on gm-efi.com shows the cars – the "Twins," as they're called – parked side to side, the way they were laid to rest decades ago, with thick dust on them. Two enthusiasts, Shawn Matthews and William Avila, originally contacted the owner, who had posted them for sale on Facebook with a staggering $200,000 asking price. After inspecting the cars and confirming they were legit, the prospective buyers managed to strike a deal for an undisclosed sum. The story does say the seller was a bit eccentric, demanding money in hand before the cars could be touched at all, but the cars were eventually acquired and transported to a shop for desperately needed refurbishing. Time has caused the headliners on both cars to droop, and it's obvious all gaskets and fluids will need to be addressed, but both cars have extremely low odometer readings: One has 807 miles on the clock, while the other hasn't even reached 600. The car with a more miles was moved "once in a while," so clearly the original owner couldn't resist giving it a go while the other one slept. We couldn't've, either. Buick, GMC making OnStar Connected Services standard

The thing about the future is that so long as you're alive, you're going to get there whether you like it or not. Thanks to over-the-air connections essentially being a compulsory part of EV ownership and an increasingly important — and profitable — component of ICE ownership, it's easiest for automakers to install full-featured Internet connections in every vehicle. GM has taken the first step, a report in GM Authority saying that as of June 2, all Buick and GMC models are sold with the Onstar Connected Services plan good for three years. The OnStar site shows the Connected Vehicle tier that comes with a Wi-Fi hotspot costs $24.99 per month, which would be $900 minus a few pennies for three years. At the top end is OnStar Premium that runs about $1,800 for three years. Both include Connected Services features, yet GMA reports that depending on the vehicles, OnStar Connected Services will cost between $905 and $1,675. Only the GMC Hummer EV Edition 1 is excluded for now. GM confirmed the change to GM Authority, saying, "This offering provides our owners with a full suite of OnStar and Connected Services for three years, providing them with more time to enjoy services such as remote key fob, Wi-Fi data and OnStar safety services. By including this plan as standard equipment on the vehicle, it provides more customer value and a more seamless onboarding experience." Three trims of the GMC Sierra 1500 and two trims of the GMC Yukon and Yukon XL come in at the low end, OnStar adding $905 to their MSRPs. Almost every other vehicle gets hit with a $1,500 charge. The GMC Sierra HD Pro is the only model to charge $1,675 for it, which GMA breaks out as a "$1,500 3-year subscription and $175 OnStar & GMC Connected Services Capability." This brings up the question of the price differences; we can't tell if there's a difference in feature content between the price tiers, or why the Sierra HD gets the extra $175 fee. The automaker told GMA the upcharge will be folded into the MSRP. On the configurator for the Sierra 1500 SLE, for instance, the dialog box for three years of OnStar at $1,500 is automatically checked and can't be unchecked. The Buick configurators we tried don't mention OnStar.
