GM seeks to exempt Buick Envision from U.S. auto tariffs

General Motors is seeking an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility, the automaker said on Thursday, in a move to prevent the key model in the brand's U.S. lineup from becoming a victim of the U.S.-China trade war. The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. The Envision, assembled only in China, last year accounted for about 19 percent of Buick brand sales in the United States. GM said in a statement that it filed the request on July 30 with the U.S. Trade Representative. An official notice was posted on Thursday on the regulations.gov website, which is tracking requests for exclusions from the so-called Section 301 tariff on certain imported goods from China. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said the "vast majority" of Envisions, about 200,000 a year, are sold in China. About 41,000 were sold last year in the United States. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such midsize crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. GM has taken other steps to soften the blow of tariffs, which hit just as the automaker had lowered the price of the Envision to make it more competitive. Ahead of the July 6 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate. Envision sales from April through June plunged to just 7,000 vehicles, while inventories climbed to more than 13,000 vehicles at the end of June. At the current sales rate, the Envision supply should be enough to keep many dealers stocked through the end of the year. GM had lowered prices by as much as $2,500 on the 2019 models, which it started shipping in late April. That means Buick's 2,000 U.S. dealers should have lower-priced Envisions to sell well into the fall. "The previous price point was too high" on the 2018 Envision, said Casey Clark, sales manager at Serra Buick GMC Cadillac in Washington, Michigan, in an interview.

GM will stop reporting monthly U.S. vehicle sales

DETROIT — General Motors said on Tuesday it will stop reporting monthly U.S. vehicle sales, saying the 30-day snapshot does not accurately reflect the market, and will instead issue quarterly sales. GM will also no longer report monthly sales in China, its largest market, and Brazil. GM will provide monthly data to the U.S. Federal Reserve, industry associations and government agencies across the globe, but that data is not made public. Analysts and investors rely on monthly U.S. vehicle sales not just to track the performance of individual automakers, but as a barometer of the health of the world's second-largest auto market and as an indicator of consumer confidence in the U.S. economy overall. GM and its Detroit rivals Ford and Fiat Chrysler have relied heavily on sales of high-margin pickup truck and SUV sales to boost profits. GM's total U.S. sales, its second-largest market, are down 3.2 percent for the first two months of 2018, reflecting a 6.8 percent drop in retail sales to individual customers, the company reported last month. GM executives have expressed frustration that comparisons of monthly U.S. sales results among rival automakers are distorted by short-term discount programs, and by differences in strategy for selling vehicles in bulk to rental car fleets. "Thirty days is not enough time to separate real sales trends from short-term fluctuations in a very dynamic, highly competitive market," Kurt McNeil, U.S. vice president for sales operations said in a statement. GM's actions could prompt other automakers to also switch to quarterly U.S. sales reports. Major automakers will report March U.S. new vehicle sales on Tuesday. Until the early 1990s, most U.S. automakers released sales results every 10 days. The former Chrysler Corp. stopped reporting sales on a 10-day basis in 1990, and rivals followed suit over the next three years. GM executives are betting that investors will quickly adapt to receiving U.S. sales data every three months, as investors in other retail sectors already have. GM reportedly developing 2.5-liter turbo four-cylinder

General Motors is allocating a massive amount of resources to developing electric technology, but it's not forgetting about the gasoline-powered cars that make up the bulk of its sales. It's reportedly designing a new 2.5-liter turbocharged four-cylinder engine based on its 2.7. Citing "sources familiar with the matter," enthusiast website GM Authority wrote that the 2.5-liter four is "in [the] final stages of development," meaning it should be announced sooner rather than later (assuming the report is accurate). Technical details are few and far between as of writing. The publication learned that the 2.5 will be part of the Cylinder Set Strategy (CSS) family of engines and that it will be mechanically related to the 2.7-liter currently found in the Chevrolet Silverado 1500, among several other models. It will feature dual overhead camshafts. It's too early to tell which models the 2.5-liter four-cylinder will end up in, or how much power it will generate. The output will likely depend on the application. For context, the 2.7 delivers 310 horsepower at 5,600 rpm and 348 pound-feet of torque between 1,500 and 4,000 rpm in the Silverado. In the smaller Colorado, it provides anywhere between 237 and 310 horsepower depending on the trim level selected. While this is pure speculation, our crystal ball tells us the engine will end up powering crossovers. It's an easy deduction to make. We can't imagine it will be offered in the Silverado, and seeing it in the Colorado is unlikely because its entry-level engine develops 237 horsepower; there's likely not much of a market for a midsize truck with 200 or so horsepower. Putting it in the Corvette wouldn't make sense and the Camaro has nearly reached the end of its life cycle without a successor planned. This leaves us with Chevrolet's range of crossovers, like the Equinox, as well as their GMC-, Buick-, and Cadillac-branded counterparts. We're not discounting the possibility that the cars set to receive the 2.5 haven't been unveiled, but those are likely crossovers, too; the odds of seeing another big Chevy sedan are very, very low. General Motors hasn't commented on the report, and it hasn't publicly announced plans to expand its CSS family of engines. If the report is accurate, we should learn more about the new turbocharged, 2.5-liter four-cylinder engine in the not-too-distant future.
