Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW reveals R NineT Scrambler at EICMA [w/video]

BMW Motorrad has rolled into the EICMA motorcycle show in Italy with a new version of the R NineT. While the existing version has proven a fast favorite among customizers with its cafe-racer style, the new version takes the classic Scrambler approach that recalls off-road dirt bikes from the 1950s, 60s, and 70s. And it looks at least as hot as the existing Roadster. The new R NineT Scrambler is powered by the same 1.17-liter boxer twin as the Roadster, good for 110 horsepower and 85 pound-feet of torque. What separates it from the Roadster is the rest of its feature set. The exhaust is positioned higher alongside the swingarm and 17-inch rear wheel, while the front features an over-sized 19-inch wheel with a longer-travel telescopic fork. The seating position is more upright than the Roadster as well, with higher handlebars and foot-pegs moved slightly down and back - all for a more relaxed ride. Up front there's a circular headlamp, with analog instruments. Four-piston calipers grip 320-millimeter discs up front, with 2-piston calipers on 265-mm discs at the back. The Scrambler comes in a matte silver finish with a brown saddle, but like the Roadster, it's designed to be customized. So the accessories catalog is filled with parts to make it your own, and the modular frame is meant to be disassembled and reconfigured to the rider's specifications. BMW R NineT Scrambler debuts this week at the Milan fair grounds alongside the new single-cylinder G 310 R and the eRR electric sport bike concept. The new BMW R nineT Scrambler – a down-to-earth character beyond established conventions. They were ridden by action heroes on the screen and scores of hobby racers entered mountain and beach races on them: the Scramblers. With deep-treaded tyres, a raised exhaust, somewhat extended spring travel and a relaxed seating position, Scramblers offered their riders in the 1950s to 1970s not just motorcycling fun on winding country roads but also great off-road capability and therefore an extended range of use. Like the motorcycles themselves, the people who rode Scramblers were not bound by established conventions. And they could be seen virtually everywhere: on winding country roads, stony mountain passes and - where it was allowed - even on sandy beaches. The history of BMW Motorrad is also rooted in the Scrambler concept.

Police arrest 'Fastest Lap Around Manhattan' driver [w/video]

Don't speed. Don't drive recklessly. Don't try to break the unofficial record for a lap of Manhattan. And if you go against this reasonable advice, do not, under any circumstances, record it and post the video on YouTube. If you do, you'll end up like Christopher Adam Tang - under arrest and facing a bevy of charges relating to the video.
Tang posted the video, which showed him lapping Manhattan in 24 minutes last Wednesday, and it quickly went viral. Now Tang, who went by the online moniker AfroDuck, is in cuffs. According to a local CBS affiliate, he was picked up at his home on Wednesday evening by police, who also seized the car used in the video, a 2006 BMW Z4.
What isn't clear is how Tang was caught. His video seems carefully done in that there are no outwardly visible signs that point to him, while the video itself is clearly sped up. While the NYPD hasn't come out and said that Tang was caught due to its extensive surveillance systems around the city, police commissioner Ray Kelly did point out that the new systems "will assist in this type of investigation."
