Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW releases complete pricing info on M3 and M4

When BMW unveiled the M3 and M4 at the Detroit Auto Show back in January, we told you that the new sportsters were starting at $62,000 and $64,200, respectively. That leaked info, though, only told a small part of the story for the new M cars. Now, we have the complete pricing sheet on the new coupe and sedan, direct from BMW.
The pricing intel that we had at the time was correct - prices start at $62,000 for four doors and $64,200 for two. Those prices don't include the $925 destination charge. Potential customers should also plan on spending an extra $550, as seven of the eight paint options are of the metallic variety. BMW's trademark Alpine White is the only no-cost paint option.
As for the cabin, customers will, interestingly, have the choice of a cloth/leather combination as standard. That's in addition to the standard suite of leather options. There are also extended leather and full leather options, for $950 and $3,500, respectively. There are three option packages available, covering all the extra goodies for the M3 and M4.

BMW to offer carbon fiber wheels in a year or two

The Citroën SM sat on the first set of production glass fiber and resin wheels in 1972 when parent company Michelin developed the exotic hoops in order to take the SM rallying. It wasn't until 2008 that we got the first all-carbon-fiber wheel for passenger cars in the form of a prototype model from Weds Sports in Japan that remained a prototype. Australian company Carbon Revolution followed that a year later with its CR-9 all-CF wheel, first introduced on the Shelby Ultimate Aero and now available for independent purchase for about $15,000 per set. BMW could be the first OEM to offer entire wheels in carbon fiber reinforced plastic in two years.
The wheels - either all-CFRP or using a CFRP rim and alloy spokes - were shown off during BMW's Innovation Days in Munich and are products of the development work done on its i-branded cars. The full-CFRP wheel is 35-percent lighter than a forged alloy wheel, the hybrid alloy and CFRP wheel is 25-percent lighter, making for a decent drop in unsprung rotating weight. As demonstrators during a tech day the wheels aren't yet in the pipeline for production and EU approval, but an article in Auto Express claims that they could be on the market as soon as two years from now.
Other possible parts include a full carbon fiber steering wheel and propeller shaft, the latter of which is coming as a single-piece component on the new M3 and M4. BMW is also talking up its use of secondary carbon fiber - waste material from i3 and i8 production - that can be used for items like IP support structures, seat frames and spare wheels in place of traditional metals like aluminum and magnesium.
