Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. According to the automaker, BMW designers redeveloped the two-man bobsled from the ground up to replace a 20-year-old platform that has failed to produce Olympic gold. "BMW's process reevaluated the complete vehicle system: cowling aerodynamics and construction, chassis and steering geometries, athlete fitment and integration were all critical focal points," the automaker said in a statement. "Computer aided modeling, computational fluid dynamics (CFD), full size wind tunnel testing, on track testing, and athlete scannings were all tools in BMW's development approach." The United States has not won a gold medal in two-man bobsled since 1936. Only time will tell if BMW's contributions will give Team USA an edge at this year's Winter Olympic Games in Sochi. Watch the next BMW M5 slide its way around the Nurburgring

By now, you've probably seen the spy photos of the next BMW M5 – we posted three sets of camouflaged cars last year. Now comes recently captured video showing three camouflaged examples – including the car shown in our June 2015 photos – lapping Germany's famed Nurburgring. The (obvious) advantage of video when looking at prototypes like this is that we can actually see the vehicle in motion. That allows us to make a couple of educated guesses, particularly when it comes to the rumors about the next M5 moving to an all-wheel-drive setup. In the video, we can clearly see the next super-sedan throw its tail out around a bend. Judging by the way the driver takes the turn and the change in engine note, it looks and sounds like the driver was actively trying to throw the tail out. That could point to a rear-drive layout, or at the very least an AWD setup with a heavy rear-wheel bias. Beyond seeing the M5 sliding about, we also get to hear its thumping, twin-turbo heart at work. It's widely expected BMW's popular 4.4-liter, twin-turbo V8 will carry on under the hood, and this video gives us absolutely zero reason to think otherwise. It sounds a lot like the current car, down to the abrupt upshifts of the seven-speed, dual-clutch transmission. According to the video's caption, that upgraded V8 should get around a 60-horsepower bump, which would put it around 620 hp. That's 20 ponies more than the 30th Anniversary car and would contradict a June 2015 report claiming that M was capping its cars at 600 hp. Related Video:
