Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. BMW Pininfarina Gran Lusso Coupe and Concept 90 pics from Villa d'Este

Royalty and the ultra-wealthy rubbed damp shoulders at this past weekend's Concorso d'Eleganza Villa d'Este on the shores of Italy's Lake Como, but even the rain couldn't extinguish the excitement generated by the millions of dollars of cars and bikes on display. Nowhere was this more true than with BMW, which marked the occasion with the reveal of two stunning concepts with six wheels between them - the shark-nosed Pininfarina Gran Lusso Coupe and the retrosexual Concept 90 motorcycle.
Conceived with Italian design house Pininfarina, the Gran Lusso Coupe is a power broker on 21-inch wheels. While we're not completely sold on every element of its design, this twelve-cylinder two-door concept moves us more than the current 6 Series, and not just because it has four more cylinders underhood and 48,000-year-old kauri wood paneling inside. BMW is sadly mum on production hopes, but we're not entirely optimistic - the company has graced us with a number of attractive concepts at Villa d'Este before, only to pack them away again without ever affording them a production future.
If one of these concepts has a better shot at finding its way into dealers, we have to believe it's the Concept 90 under the BMW Motorrad umbrella. Designed to celebrate the 40th anniversary of BMW's R 90 S, we think this Roland Sands Design air-cooled boxer would look fantastic on today's streets, especially with the rising popularity of vintage motorcycles and cafe racers.

BMW adds new entry-level 320i model, priced from $33,445*

Fans of the new BMW 3 Series here in the US have likely been waiting for one of two models to arrive: the new M3 or the diesel-powered 335d. Well... keep waiting just a little bit longer. Here at the Detroit Auto Show, BMW is showing off the new entry-level 320i that will join the 3 Series lineup this spring, and rather than bringing added performance or efficiency, this car is boasting affordability above all. The 320i has been on sale in other markets since the current-generation 3 Series was introduced, but it goes on sale in the US with a starting price of $33,445 (*)including $895 for destination, which is $3,405 less than the current starting price of BMW's well-liked sedan.
In other countries, the 320i uses either a 1.5- or a 2.0-liter inline-four (both turbocharged), and the US version of the car will be getting the latter engine producing 180 horsepower and 200 pound-feet of torque. For comparison, the current 328i, which uses this same engine, produces 240 hp and 255 lb-ft of torque. As expected, performance of the 320i will suffer with BMW estimating a 0-60 mile-per-hour time of 7.1 seconds, but it still has the same 130 mph top speed as the 328i. Oddly enough, despite the lower output, BMW's expected fuel economy for the 320i equipped with rear-wheel-drive and the eight-speed automatic transmission actually matches that of the current 328i with 23 miles per gallon city and 33 mpg highway, and those numbers are actually lower than the 328i with the manual gearbox.
It sounds like most of the usual 3 Series options will be available on the budget-minded 320i, including the choice of xDrive all-wheel drive, BMW Assist and numerous packages including a Sport pack and Premium pack.
