NHTSA slaps BMW with $40M fine for slow Mini recall

BMW is on the hook for a $40-million fine after the National Highway Traffic Safety Administration slapped the automaker over not recalling Minis that failed to meet minimum side-impact crash standards. The civil penalty from NHTSA concerns 2014 and 2015 Mini Cooper hatchback models that "failed a crash test designed to determine whether the vehicle met crash-protection minimums," the government agency said in a press release issued this week. An October 2014 test revealed the first problem, and the Mini was subsequently retested in July, only to fail again and finally prompt a recall of more than 30,000 cars. But according to NHTSA's investigation that was opened in October, BMW waited too long to issue a recall after it knew the cars did not meet standards and bring them into compliance with more energy-absorbing materials installed by Mini dealers. This is the second time NHTSA slapped BMW with a major penalty, following a $3-million fine back in 2012 failing to report recalls of its cars and motorcycles. "For the second time in three years, BMW has been penalized for failing to meet that obligation," NHTSA Administrator Mark Rosekind said in the release. "The company must take this opportunity to reform its procedures and its culture to put safety where it belongs: at the top of its priority list." In a separate release issued this week, BMW Group said it, "is committed to further improving its recall processes to better serve its customers," and that the company, "respects the role of NHTSA and looks forward to working with them to develop solutions for the future." Under terms of a Consent Order issued to BMW, the company acknowledges that it violated requirements to issue a timely recall of vehicles that did not comply with minimum crash protection standards, to notify owners of recalls in a timely fashion, and to provide accurate information about its recalls to NHTSA. NHTSA imposed a $3 million civil penalty to BMW in 2012 for similar violations.

Zipcar has published the results of an independent study on "Urban Boomers." KRC Research surveyed city-dwelling, healthy adults aged 50 to 69, and found that they are fond of technology and are more active – but drive less – after moving to the city. Many still feel car ownership is important, and often don't get rid of a car they already own, but they find alternative forms of transportation important, too. Even though it is often thought of as a bigger draw for millenials, Zipcar feels that these findings indicate that Urban Boomers are an important demographic for carsharing companies. See the results of the study in the slideshow from Zipcar. Nissan is offering lease buyout credits of up to $5,000 for its Leaf EV. Depending on the region, 2012 and 2013 models get a Leaf Gross Payoff discount of up to $5,000, with 2011 models garnering up to $1,500 off. Some dealers may also offer an additional $1,500 discount. It's possible that Nissan wants to encourage lessees to purchase their Leafs after residual values of the car dropped by about six percent in May. Some potential long-term owners could also be concerned over battery life, or be tempted by the updated Leaf slated for the 2017 model year. Read more at Green Car Reports. Dealership markups for the BMW i8 are dwindling. Actual costs of the attractive plug-in hybrid are nearing sticker prices after high demand and short supply led many dealers to exact a higher price for the car. BMW recently announced it would double production of the i8 to help meet demand, which could be behind the declining markups. The i8 has a base MSRP of $136,500, plus $950 in destination fees. BMW i3 gets tuner treatment from Eve.Ryn

The BMW i3, especially when wearing its Capparis White paint job, already looks a bit like some sort of futuristic escape pod launched to Earth from a spaceship. It was only a matter of time until the electric car got touched by the eager hands of a tuner to make it even more eye-popping. It is, after all, a BMW. Japanese tuner Garage Eve.Ryn appears to be the first to give the i3 the inevitable once over. The result is a much more aggressive-looking EV, called the i3 EVO. We say aggressive-looking, because we have no information to suggest that the makeover was anything but cosmetic. The i3 EVO has slightly exaggerated fender flares, which stand out with their strips of carbon fiber along the edge. The redesigned front bumper looks like it could have been fashioned out of Star Wars stormtrooper armor, complete with fake air intakes and, of course, a helping of carbon. The rear end gets a diffuser, too. The large wheels feature blue accents, which help to highlight the Ice Blue bits already on the vehicle. For a closer look, check out the i3 EVO photos in the gallery and there are more like it on Eve.Ryn's Facebook page, in galleries here, here and here, as well as a more recent set of images showing the car emblazoned with Energy Motor Sport (a company that appears closely related to Eve.Ryn, on the distribution end) decals on the sides. There's no telling what the body kit does for the aerodynamics of the car, but it would be interesting to find out what effect Eve.Ryn's handiwork has on the i3's range. Either way, this surely won't be the last time a tuner finds a way to reimagine the BMW i3, so, love it or hate it, you might as well get used to it.
