Germany is finally getting serious about self-driving cars

Germany cleared the way for its giant automotive industry to develop and test self-driving cars, when the upper house of its parliament approved on Friday a law setting out the conditions under which they could take to German roads. Under the law, first mooted by Chancellor Angela Merkel last year, a driver must be sitting behind the wheel at all times ready to take back control if prompted to do so by the autonomous vehicle. Germany is home to some of the world's largest car companies, including Volkswagen, Daimler and BMW, all of which are investing heavily in a technology seen by transport minister Alexander Dobrindt as the "greatest mobility revolution since the invention of the car." That's not to say that German automakers have been standing still in the face of autonomous technology. VW recently outlined its vision for autonomous vehicles. BMW has already demonstrated self-driving vehicles in the United States, and Mercedes-Benz has partnered up with German auto supplier Bosch on autonomous technology. The new legislation allows German car companies to road-test vehicles in which drivers will be allowed to take their hands off the wheel and their eyes off the road to browse the web or check e-mails while the vehicle handles steering or braking autonomously. The legislation requires that a black box record the journey underway, logging whether the human driver or the car's self-piloting system was in charge at all moments of the ride. This will be crucial for apportioning blame in accidents. The driver will bear responsibility for accidents that take place under his or her watch, under the legislation, but if the self-driving system is in charge and a system failure is to blame, the manufacturer will be responsible. The law will be revised in two years' time in the light of technological developments, with data protection and the use of the data collected during rides a key point that has yet to be fully addressed. Companies around the globe are working on prototypes for self-driving vehicles, but such cars are not expected to be available for the mass market before 2020. Genesis cars win accolades, offer value — so why are sales so bad?

My high-school buddy Brent Cormier was so smitten with the Genesis G80 when he saw it at an event I hosted at SXSW in 2016 he bought a used 2013 Hyundai Genesis a short time later and fell in love with the car. "It surpasses my every expectation," said Cormier, a self-described "renaissance man" who owns and runs a real estate agency with his wife Laura, is a food service executive chef and part owner of Austin-based Thin the Herd Guitars. "I was locked into Mercedes and Audi for 10 years," he added. "And felt trapped in an endless pit of maintenance costs." After owning the Genesis over the past two years — including using it as an Uber and Lyft driver to earn extra cash — Cormier learned what some frugal luxury sedan buyers and a handful of car reviewers have discovered: Genesis offers great bang for the buck compared to other premium brands and can compete with the best in terms of performance, features and comfort. Hyundai's luxury brand also earned a prominent third-party endorsement last week when for the first time Genesis topped J.D. Power's 2018 APEAL study, surpassing German luxury-performance icon Porsche. The APEAL study (which stands for Automotive Performance, Execution and Layout) "measures owners' emotional attachment and level of excitement across 77 attributes," ranging from performance to comfort, and asks nearly 68,000 owners of new 2018 models to score vehicles on a 1,000-point scale. In its second year ranked as a stand-alone brand, Genesis earned an APEAL score that bumped it up 15 points to 884 and helped push it past Porsche — and past BMW, Lincoln, Mercedes-Benz, Audi, Volvo, Cadillac, Land Rover and Lexus, in order of ranking. Last month, Genesis also topped J.D. Power's Initial Quality Survey (IQS) for the first time this year. And both its models were awarded Top Safety Pick Plus ratings by the Insurance Institute for Highway Safety, among 11 Plus ratings in all for Korean vehicles. Despite high J.D. Power rankings and great reviews, Genesis U.S. sales were off 50 percent for the first six months of 2018 compared to 2017, and in June Genesis sold only 796 vehicles — the first time U.S. numbers dropped below 1,000 in a month. Part of Genesis's APEAL and IQS success can be attributed to its small product lineup: just two models, the G80 and G90 sedans, with a third, the 2019 G70, launching later this year. And while those numbers may help in J.D.

Feds greenlight BMW X5 diesel sales for 2016 [UPDATE]

Update: The EPA also confirmed that the 2016 X5 diesel passed the tests in a statement: "EPA and the California Air Resources Board certified BMW's 2016 diesel X5. EPA is performing additional screening when it conducts confirmatory emissions tests before issuing a certificate. Our screening tests found no evidence of a defeat device in the 2016 BMW X5, concluding our certification review." The 2016 BMW X5 xDrive35d is the latest diesel model to pass rigorous emissions tests by the Environmental Protection Agency and prove that it doesn't circumvent regulations with a defeat device. The luxury SUV can now go on sale to customers, and BMW spokesman Hector Arellano-Belloc confirms to Autoblog the first of them should arrive at dealers around late January. The automaker previously delayed production of the new model at the Spartanburg plant until the EPA completed certification. Following Volkswagen's emissions cheating, the EPA, California Air Resources Board, and Environment Canada began stricter testing for diesel vehicles to ensure that they met regulations. The first models to get the additional scrutiny were the 2016 Chevrolet Colorado and GMC Canyon with the Duramax engine, and they passed with no problems. According to Reuters, the X5 diesel was the only other non-VW from the 2016 model year that the agencies needed to certify with this more rigorous evaluation. The 2016 X5 xDrive 35d starts at $58,695 after the $995 destination charge. A 3.0-liter six-cylinder engine sends 255 horsepower and 413 pound-feet of torque through an eight-speed automatic to the all-wheel drive system. BMW claims that the vehicle can reach 60 miles per hour in 6.5 seconds, and the 2015 model carries an EPA fuel economy rating of 24 miles per gallon city, 31 mpg highway, and 27 mpg combined.
