Mini may not build electric cars in England due to Brexit

BMW will decide whether to build its new electric Mini in Britain or elsewhere by the end of September, its board member for sales told Reuters, in a test of the country's ability to continue to attract investment as it leaves the EU. Mini makes around 70 percent of its approximately 360,000 compact cars at its Oxford plant in southern England but the car industry is concerned about the effect any loss of unfettered access to the EU, its largest export market, could have on plants after Brexit. BMW is deciding between its English site, a plant in the Netherlands where it has built more of its conventional line-up in recent years, and its Germany plants at Leipzig and Regensburg for the new low-emissions variant. The firm's board member for sales told Reuters that the electric Mini investment, likely to be worth tens of millions of pounds, would come in the next three months and the board was currently considering a number of factors including Brexit. "One of the elements is what is the likelihood of a tax regime and if there's a tax regime, how would it apply," Ian Robertson said during an interview at the Goodwood Festival of Speed in southern England. "If you made the motor in a German plant and you then assembled the car in a British plant, and you took the cars back to the German market, then the duty that you would pay would be reclaimed," he said, in an example of the options companies are examining to plan for any duties or tariffs. The automaker is also looking into where the uptake of greener models is strongest and where the best supply chains are, he said. Britain could approve its first major electric battery hub in the next few weeks after officials in central England submitted proposals to ministers in May. But last month, the car industry issued its strongest warning yet on the need for politicians to strike a transitional Brexit deal after two-year talks to ensure unfettered trade is maintained. Uncertainty has also been heightened after a snap June 8 election which left Prime Minister Theresa May without a majority and has led to ministers in her administration hinting at different versions of Britain's likely post-Brexit future. Last year, May's administration helped secure two new models at Japanese carmaker Nissan's plant in the north of England after what a source said was a government promise of extra support to counter any loss of competitiveness caused by Brexit.

The fine against Hyundai and Kia has grown to $755 million for overstating fuel economy ratings. $360 million of that fine comes from the EPA for violation of the Clean Air Act: $100 million is a civil penalty, $210 million is a forfeiture of greenhouse gas credits and another $50 million will pay for independent fuel economy audits on future models. The remaining $395 million is a settlement for customers who purchased the affected vehicles. A slew of 2011 to 2013 models were found to have fuel economy ratings overstated by one to six miles per gallon. Customers will be awarded funds to offset the unexpected fuel costs or to put toward a new Hyundai or Kia vehicle. Read more at Hybrid Cars. BMW dealers are awaiting details on new dealership standards - and BMW i8 models for their showroom floors. According to BMW National Dealer Forum Chairman Steve Late, BMW dealers are anxiously waiting to see what sort of updates they'll need to do to get in line with BMW's Future Retail 2016 program. As for the new EVs, Late says that the BMW i3 sales were slow to start, but that once people learned more about it, "wham, bam, it is taking off." The i8 shortage is a bigger problem: "I was allocated three for 2014, and I have a waiting list of 47 people. This year, maybe I will get eight or 10, and I still won't be able to fulfill them." Still, Late says he won't sell the cars at an upcharge. Read more at Automotive News. Opel is reportedly planning an electric version of its Karl hatchback. According to German automotive magazine Autobild, Opel will begin selling the diminutive Karl EV by the end of 2018. The electric car will offer a driving range of about 93 miles. PSA Peugeot Citroen says it will keep its Hybrid Air program alive as it looks for a cost-sharing partner. Hybrid Air technology uses a compressed air hybrid system to improve fuel economy as we saw in the Peugeot 208 Hybrid Air concept. A French newspaper reported that Hybrid Air won't make it to commercialization, and that the program's team of engineers has been reduced. Forget about greenlighting it, BMW is already testing the M2

One week ago, we reported, with some skepticism, that BMW had greenlit a car we've been waiting for since the 1 Series M Coupe was discontinued - the M2. Now, we have the first images of that new hotshot underoing testing in Germany.
What's our reasoning here? After all, this just looks like an M235i. Well, that camo is disguising swollen fenders designed to conceal wider tires. Now, these aren't production changes, and it's very likely that the eventual M2's fenders will look quite a bit different. According to our spy, the front fenders have been borrowed from the M235i Racing, while the rears are from an unknown source.
Our spies are also quick to point out a few other high-performance items on this mule. The cross-drilled brakes and blue M calipers are one such item, although we aren't sure how much they differ from the optional stoppers on the production M235i. The black wheels are borrowed from the M3 and M4, and are shod in what look like a sticky set of Michelin tires.
