Sebastien Buemi leads the pack in the second session of Formula E pre-season testing. Buemi, driving for Renault e.dams, set a new lap record at Donington Park with a time of 1:31.050s. Buemi says that, with a little bit of work, he feels like he could shave off another second or more. "We could do quite a bit on the car and the car is a bit easier to drive, the stability is better, the brakes are better," he says. A Montreal taxi company plans to create a fleet of 2,000 electric taxis by 2019. Taxi Hochelaga currently has the city's second largest fleet with 500 taxis currently in service. Owner Alexandre Taillefer believes this large fleet of green taxis will help the company compete with ride services like Uber and Lyft. "We want to be an alternative to the second car and even to the first," says Taillefer. "We will reduce traffic on the roads and pollution." The carsharing company, owned by BMW and rental company Sixt, will allow third parties to operate the DriveNow program in certain cities, according to a report. Kandi Technologies Group Inc. on Monday reported second-quarter net income of $5.4 million. On a per-share basis, the Jinhua, China-based company said it had profit of 12 cents. Earnings, adjusted for non-recurring gains, were 10 cents per share. The electric and all-terrain vehicle maker posted revenue of $48 million in the period. For the current quarter ending in October, Kandi Tech said it expects revenue in the range of $49 million to $51 million. Kandi Tech shares have dropped 45 percent since the beginning of the year. BMW and Roland Sands show off Concept 101 custom bagger

Though BMW may not be the first motorcycle manufacturer that comes to mind when you think of cruisers, that's precisely what the German marque has unveiled – in concept form at least – at the Concorso d'Eleganza Villa d'Este this year. Appearing alongside the 3.0 CSL Hommage concept, the BMW Concept 101 is a custom "bagger" created in California through a collaboration between BMW Motorrad, BMW Designworks, and legendary bike builder Roland Sands. Better suited towards cruising down the highway than carving up a racetrack or a dirt trail, the Concept 101 strikes a rather stunning (if uncharacteristic) form. The elongated shape is rendered in materials like brushed aluminum, carbon fiber, and wood trim, tapering towards the rear that encompasses two hard saddle bags characteristic of this style of cruiser. The top half of the bike is done up in lighter shades than the dark bottom, capped by a saddle crafted in fine-grain black leather, perforated black leather and a strip of brown leather. Power comes commandingly from an inline-six displacing 1.6 liters – or about 101 cubic inches, which along with Highway 101, gives the concept bike its name. The engine breaths out through a pair of tailpipes, each with three outlets to emphasize the six-cylinder and envision what it would look like if Munich opted to take on the Honda Gold Wing F6C Valkyrie. Of course this isn't the first time BMW has done a bike with Roland Sands, nor the first time it's displaying a bike concept at Villa d'Este. Last year the German marque displayed the Concept Roadster at the same show, and did the Concept Ninety with the same custom shop at the previous year's concours. Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars.
