Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW i8 could get 300-hp, 2.0L turbo-four

First and foremost, the long-rumored, high-performance BMW i8 will not be called the i8 M. While the lack of an M badge might be a disappointment, it's fair to say the performance of the new model likely won't be. AutoExpress claims BMW is developing a new 2.0-liter, turbocharged, four-cylinder that will take the place of the i8's three-cylinder engine. Offering an even 300 horsepower, up from the current car's 228, total system power would sit around 450 ponies, thanks to the extra cylinder. The electric system won't be fettled with, though. If that still sounds modest, it's because it is – AE's source claims the i8 could handle another 300 hp. BMW would also make a concerted effort to at least maintain the current i8's weight, even with the extra heft of the 2.0-liter turbo to deal with. AutoExpress's source claims that BMW could skip the paint on certain exterior carbon-fiber elements while also offering a more focused, minimalist cabin to save even more weight. According to AE, this new model should arrive as early as 2016, which could result in a debut in Frankfurt this September, Los Angeles in November, or even Detroit, in January.

BMW 2 Series Coupe priced from $33,025* ahead of Detroit debut

BMW is definitely going to have its hands full at next month's Detroit Auto Show. The big news might be the debut of the M3 and M4, which were previewed in our Deep Dive, but joining those performance cars under the bright lights will be the all-new 2015 BMW 2 Series Coupe.
While we already know most of the details about the 2 Series and its available M Performance parts, BMW has now announced that the Coupe will go on sale in the first quarter of next year with a starting price of $33,025 (*plus $925 for destination) for the base 228i. This price is about $1,500 more than the current 1 Series Coupe, which starts at $31,500, while the M235i's starting price of $44,025 is almost $500 more than the existing 135is Coupe. There is still no indication as to when we'll see 2 Series Convertible unveiled.
In addition to new M cars and the 2 Series, BMW's display will also reveal another new color-theme package for the Z4. Last year we saw the Hyper Orange package, and this year will give us the Ivory White Burnt Sienna Z4 available in an exclusive Sparkling Brown Metallic exterior paint color.
