Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. 2015 BMW 4 Series convertibles recalled to fix airbag programming woes

A problem with the airbags on the 4 Series convertible has promoted BMW and the National Highway Traffic Safety Administration to issue a recall for some 2,000 vehicles across the United States. The issue, according to the notice below, relates to the driver's side front airbag, whose timing for deployment may be off. And if the airbag doesn't deploy at the right time in the event of a crash, that's more likely to result in an injury. As a result, BMW of North America is calling in 2,067 vehicles – specifically the 428i, 428i xDrive, 435i and 435i xDrive convertibles of the 2015 model year and manufactured between October 22, 2014, and February 27, 2015. CONSEQUENCE: If the driver's front air bag deployment timing is incorrect, there is an increased risk of personal injury in the event of a vehicle crash. REMEDY: BMW will notify owners, and dealers will reprogram the air bag control module with corrected software version, free of charge. The recall is expected to begin in April 2015. BMW, Nissan eye Formula E entry

BMW has been involved with the all-electric Formula E racing series since the beginning. It provides the safety car in the form of the eye-catching i8, with the i3 performing medical car duties. BMW's i division even sponsored the 2016 Berlin ePrix. Nissan has also been involved with Formula E – though more tangentially so – as its French partner Renault has provided the car each team used for the first season, and sponsors its own team as well (which won the Teams' Championship both seasons so far). Now that more automakers are joining the field (notably including Jaguar's return to open-wheel racing), BMW and Nissan are reportedly considering getting in the mix to try to win some races, too. Multiple sources tell Autosport that both automakers are looking into being on the grid as early as the 2016/2017 season. Since the series already has its ten teams confirmed for the third season, Nissan and BMW would have to join an existing team for the time being, which is what Autosport's sources are saying is being discussed. Nissan refers to its consideration as a "fact-finding" mission. BMW had said earlier that it wouldn't compete as long as mid-race car swaps were part of the practice. Formula E is looking to move toward a single car format as early as the 2018/2019 season, which could make BMW's direct involvement more palatable to the automaker. As for Nissan, it would have to garner approval from the Renault-Nissan Alliance to compete against its sister company in the same racing category. Either way, it's unlikely that either manufacturer would be able to provide powertrain technology should they join teams for the upcoming season. Still, both Nissan and BMW have made strong commitments to consumer electric vehicles. To be directly involved in the competition would not only be a great way to showcase their prowess in the world of electric motoring, it could also help to bring more attention to Formula E.
