Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Sunday Drive: A new Rambo Lambo takes center stage

Surprise! Autoblog readers love fast cars. Doesn't matter what shape; doesn't matter what size. As long as it's got big power, wicked acceleration, and ludicrous speed, you're interested. Take, for instance, the brand-new Lamborghini Urus. It's got a 4.0-liter twin-turbocharged V8 sending 641 horsepower and 627 pound-feet of torque through an 8-speed automatic transmission to all four wheels. It hits 62 miles per hour in 3.6 seconds, and has a top speed of 189.5 mph. Ludicrous speed? Check. And although you'd be hard pressed to draw a line straight back from the upcoming Urus to the old, off-road-ready LM002, at least you can say that Lamborghini does have a history of producing overpowered SUVs. A 5.2-liter V12 engine producing 444 horsepower and borrowed from the Countach certainly qualifies as big power, especially considering this was in the 1980s and '90s. A prime example just sold for nearly half a million bucks. Moving along to more traditional sportscars, we got a sneak peek at the next Porsche 911's interior, thanks to some intrepid spy photographers. And we spy with our little eyes some major changes to the quintessential German sportscar. Finally, we round out this Sunday Drive with two First Drive reports. Take a look at the shocking Rolls-Royce Next 100 concept

Rolls-Royce showed off its Vision Next 100 concept today in London, giving a look at what its vehicles might look like a century years from now. Each BMW brand will show its own concept this year; BMW's Vision Next 100 concept was an interesting mix of textile-like patterns with stretchy fenders and a very 2010s four-door coupe shape, but this Rolls-Royce concept looks more like a luxury version of a World Solar Challenge racer. The car's official title is 103EX, following the convention of recent Roller concepts. Whereas its BMW counterpart was perhaps a safe, predictable vision of the future, the Rolls is a striking vehicle and a big departure for the brand. Whether it works as a whole for you or not, it represents the kind of stylistic provocation that made ex-BMW stylist Chris Bangle a household name. While the early Bangle cars were extremely controversial, this Rolls concept is clearly the heir of his penchant for sharply creased character lines. Call the rocker panel crease flame surfacing if you want. The floating headlamps and blade-edged verticality of the fenders are classic Rolls: imposing and visually heavy, without necessarily being classically beautiful. The square, flat grille is, to my eyes, much less successfully integrated. It seems like Rolls had the perfect opportunity to evolve the trademark grille into something more contemporary. In 100 years, the brand will still need to lean on this sort of anachronism? That seems short-sighted. We'll have more on this concept from our man on the ground in London later today.
