Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. 2020 Lamborghini Huracan Evo has the biggest price discount in America

Right now, buyers of the 2020 Lamborghini Huracan Evo are paying an average of $248,000 to drive the brand-new supercar off the dealer lot. That's a hefty chunk of change, but it represents $16,269 off the car's average $264,969 retail price, according to data provided to Autoblog by Truecar. That's the largest discount in America on a new vehicle for the month of April, 2020 when judged by the dollar amount in savings off the sticker. It's not all that uncommon to see a lot of money taken off the sticker price of expensive luxury cars. This month, right behind the Lamborghini sits the 2019 BMW 8 Series with a few bucks shy of $11,000 in savings, which is hardly surprising. Though it's a very sleek and entertaining car in some of its various incarnations, it hasn't exactly proven to be a hot seller for the German automaker. The fact that there are a total of 15 (!) possible configurations probably doesn't help. Two other BMWs, the 2020 7 Series ($10,164 in savings) and the 2019 i8 ($10,145) are also on the top 10 biggest discounts list. In between that BMW sandwich are the 2019 and 2020 editions of the Acura NSX. It doesn't really matter which one a buyer chooses to drive off the lot, either way lopping off more than $10,000 off the sticker price means the electrified supercar will cost just under $150k. 2014 Dinan S1 BMW M5

The last time the Dinan name graced the pages of Autoblog, Michael Harley was waxing poetic about the S3-R BMW 1M Coupe, a car that still stands in his ranks as one of the best cars he's ever driven. And that wasn't just because it was, you know, amazing. It's because as far as tuners go, Dinan produces some seriously well-executed products. Harley said of the 1M, for example, "It was so fully formed and well-rounded that it felt like BMW itself had made it."
Eager to sample some of these wholly wonderful wares, I cleared a few hours in my Monterey Car Week schedule and booked a date with the S1 M5 you see here - the (current) daily driver of Mr. Steve Dinan, himself. But unlike the S3-R 1M the company tuned previously, the donor car in question here is vastly different and, if I'm honest, not as good. See, I adore the stock 1M in a way words cannot express, but the standard-issue M5... good as it is, there are indeed a few flaws.
But after driving the Dinan S1 M5 around the Monterey Peninsula, I can confirm two things. First, Harley's conclusion that Dinan builds products that feel 100 percent BMW-spec is absolutely true. And second, Steve and the gang haven't just created a tuned M5, they've built a better one.
