Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW celebrates with M4 DTM Champion Edition

Go back just a few seasons, and Germany's DTM touring car series was a straight-up competition between Audi and Mercedes-Benz. But BMW rejoined the race in 2012, winning both the drivers' and constructors' titles on its first year back and celebrating with a special matte-black M3 DTM Champion Edition. Last season, it won the constructors' championship but not the drivers', and this year it did the opposite. In short, it's been an impressive comeback for the Bavarian automaker, and to celebrate this year's accomplishments, it's followed up with the new M4 DTM Champion Edition for Europe you see here.
Based on the new M4 coupe - which forms the basis for BMW's DTM challenger as well as its pace car - the Champion Edition is distinguished by its special livery: The orange grille frame, the matte black hood and trunk with multicolored stripes, the black stripes along its shoulder and rocker panel, and the blacked-out 19-inch wheels all to pay homage to champion Marco Wittmann's racecar, as does special lettering on the rear windows.
Other enhancements include black front splitter and skirts, carbon front flaps and mirror caps, rear spoiler and carbon diffuser, while autographed sill plates and carbon interior trim with the car's serial number adorn the cabin. Only 23 examples will be offered, symbolic of the number adorning the winning tin-top racer and the flank of this special edition as well.

BMW matriarch Johanna Quandt dies at 89

Johanna Quandt, matriarch of the family that owns the largest stake in BMW, has died at age 89. One of the world's richest women, Quandt ranked in her own right as the eighth wealthiest individual in Germany, and one of the 100 wealthiest billionaires in the world. Johanna Maria Bruhn was born in June 1926, the daughter of art historians in Berlin. She trained in medical technology before the outbreak of World War II, and after the war worked as a banker's secretary in Cologne. She started working for Herbert Quandt in Bad Homburg, near Frankfurt, in the mid-1950s, and eventually became his personal assistant. They married in 1960, shortly after increasing the family's stake in BMW to 50 percent in order to stave off a takeover attempt by Daimler-Benz. The Quandt family's fortune was controversially amassed during the war. Herbert's father, Gunther Quandt, was a top Nazi-era industrialist named by Adolf Hitler as a Wehrwirtschaftsfuhrer – Leader of the Armament Economy. After Herbert's mother Antonie died, Gunther remarried to Magda, a much younger woman. Following their subsequent divorce, Magda married Nazi master propagandist Joseph Goebbels (with Hitler as best man), and together raised Herbert's half-brother Harald. A recent documentary found that the AFA, the company that the Quandts controlled during WWII, used slave labor provided by the Nazi regime to manufacture battery and munitions for the German war effort. Due to the subhuman living and working conditions, AFA lost approximately 80 forced laborers each month. Despite earlier denial of any wartime wrongdoing, the documentary and ensuing public attention prompted the Quandts to open their books to another investigation that confirmed their wartime activities. The Quandts would later use the capital they amassed to buy BMW, of which they still hold 46.7 percent – the remaining 53.3 percent traded publicly. Following Herbert's death in 1982, Johanna took over 16.7 percent ownership in the company, with their son Stefan Quandt acquiring 17.4 percent and their daughter Susanne Klatten assuming 12.6 percent ownership. Stefan and Susanne, both members of BMW's supervisory board since 1997, are expected to inherit their mother's shares following her passing. Johanna's personal fortune was estimated at nearly $14 billion. Though reclusive from media and public attention, she gave generously to charitable foundations that supported such causes as medical research and business journalism.
