Automakers want to stop the EPA's fuel economy rules change, and why that's a shortsighted move

With a Trump Administration looming, the EPA moved quickly after the election to propose finalizing future fuel economy rules last week. The auto industry doesn't like that (surprise), and has started making moves to stop the EPA. Ford CEO Mark Fields said he wanted to lobby Trump to lower the standards, and now the Auto Alliance, a manufacturer group, is saying it will join the fight against cleaner cars. The Alliance represents 12 automakers: BMW, Fiat Chrysler, Ford, GM, Jaguar Land Rover, Mazda, Mercedes-Benz, Mitsubishi, Porsche, Toyota, VW, and Volvo. Gloria Bergquist, a spokesperson for the Alliance, told Automotive News that the "EPA's sudden and controversial move to propose auto regulations eight months early - even after Congress warned agencies about taking such steps while political appointees were packing their bags - calls out for congressional action to pause this rulemaking until a thoughtful policy review can occur." The EPA was going to consider public comments through April 2017, but then said it would move the deadline to the end of December. That means that it can finalize the rules before President Obama leaves office. The director of public affairs for the Consumer Federation of America, Jack Gillis, said on a conference call with reporters last week when the EPA originally announced its decision that it is unlikely that President Trump will be able to roll back these changes. Gillis also said on the same call that any attempt by the automakers to prevent these changes would be history repeating itself. "These are the same companies that fought airbags, and now promoting the fact that every car has multiple airbags," he said. "These are the same companies that fought the crash-test program, and now are promoting the crash-test ratings published by the government. So, it's clear that they're misperceiving the needs of the American consumer." There are more reasons the Allliance's pushback is flawed. Carol Lee Rawn, the transportation program director for Ceres, said on that call that the automotive industry is a global one, and many automakers are moving to global platforms to help them meet strict fuel economy rules around the world.

Hyundai, Kia, Genesis and Subaru clean up in IIHS 2018 safety ratings

Hyundai, its partner Kia and its Genesis division are the big winners in the latest vehicle safety ratings from the Insurance Institute for Highway Safety, accounting for six of the 15 models that earned the Top Safety Pick+ awards for 2018. Subaru was right behind with four, Mercedes-Benz had two, and Toyota, BMW and Ford each had one. Another 47 vehicles earned the Top Safety Pick designation, where Toyota had 10 vehicle models, with Hyundai recognized for nine models. All but one of the seven vehicles in Subaru's lineup, the BRZ, qualified for one of the awards. IIHS strengthened the criteria for the Top Safety Pick+ award for 2018 to require headlights to earn a "good" rating — an "acceptable" rating was previously enough to notch the "plus" award — and good or acceptable passenger-side protection in the small overlap front crash, which replicates a crash involving just the front corner of a vehicle. It also required vehicles to have acceptable or good headlights for the first time to earn a Top Safety Pick award. Most of winners for both awards qualified on the basis of optional upgrades. IIHS in October began evaluating the passenger side of vehicles in its small overlap front crash test after it said it became clear that automakers were neglecting that side of the vehicle as they focused on improving driver-side protections. IIHS first began conducting driver-side small overlap crashes in 2012. It began measuring both how well low and high beams illuminated the road and the amount of glare they produce for oncoming vehicles as part of its ratings in 2016. The Top Safety Pick+ winners are listed below. The list doesn't include any minivans, pickups or minicars, which don't appear on either list of awardees. Recharge Wrap-up: DriveNow in Brussels, DOE funds H2 projects

The DriveNow carsharing service – a joint venture between BMW and Sixt – has expanded to Brussels, Belgium. In addition, 20 percent of the entire DriveNow fleet is now made up of electric vehicles, and more than 150,000 of the service's 600,000-plus customers have had their first EV driving experience through DriveNow. Users in most of the 10 cities in which the program operates have access to the BMW i3, which have been part of the fleet since 2013. Read more from Green Car Congress. The US Department of Energy (DOE) is providing more than $13 million in funding for the advancement of hydrogen and fuel cell technologies. The DOE's Fuel Cell Consortium for Performance and Durability (FC-PAD) will help fund projects from General Motors, 3M, the United Technologies Research Center, and Vanderbilt University to reduce the use of platinum and increase the performance and durability of fuel cells. The DOE's Hydrogen Materials—Advanced Research Consortium (HyMARC) is funding hydrogen storage projects by Argonne National Laboratory, Penn State, University of Hawaii, Manoa, and University of Missouri, St. Louis. Read more from the DOE. The Advanced Diesel-Electric Powertrain (ADEPT) program's 48-volt lead-carbon battery will help next-generation cars meet future emissions requirements. ADEPT, of which Ricardo, Ford, and the Advanced Lead Acid Battery Consortium (ALABC) are partners, will present its results at the Cenex LCV2016 low-carbon vehicle conference at Millbrook on September 14 and 15. The "intelligent electrification" mild hybrid system will be showcased in a Ford Focus demonstration car. The system provides fuel efficiency and CO2 emissions benefits comparable to that of a full hybrid diesel powertrain, but at a lower cost. In addition to the lead-carbon battery (which is lithium-free and easily recyclable), the mild hybrid powertrain uses a Ford ECOnetic 1.5TDCi engine, advanced belt starter generator, and Turbine Integrated exhaust Gas Energy Recovery System (TIGERS).
