Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW iPerformance plug-in hybrids coming in July

BMW obviously has a long-term plug-in vehicle plan. Like megacity long. First hinted at in 2008 and finally announced in 2009, the Bavarian's EV march has gone through the MINI E, the ActiveE, and then the i3 and i8. There's got to be a detailed timeline chart taped to an office wall in Munich somewhere that we would love to get a glimpse of, but instead we just get bits and pieces of where BMW's going next. At least now know the next phase: iPerformance. The new iPerformance models will be vehicles from the core BMW line-up that have plug-in hybrid technology that was first used in the i3 or i8. This technology includes the, "electric motors, battery cells and electronic control systems" and the first models to use some of the i Brand guts will be the plug-in hybrid versions of the 7 Series, like the new BMW 740e iPerformance. BMW is also going to throw in some of the now-standard blue accents that you might be familiar with form the i3 and i8, in case you don't recognize the outlet panel. As for the continuation of the i vehicles (currently just that two-model line-up), we still don't know anything other than the rumors of an i5 or i6 or who knows what. The first ever M Performance TwinPower Turbo 12-cylinder petrol engine generates 441 kW/600 hp* and sprints from 0 to 100 km/h / 62 mph in 3.9 seconds* (fuel consumption combined: 12.6 l/100 km [22.4 mpg imp]; CO2 emissions combined: 294 g/km)**. The new iPerformance model designation, which will be given to all BMW plug-in hybrid vehicles from July 2016, provides a visible indicator of the transfer of technology from BMW i to the BMW core brand. It will be seen first on the plug-in hybrid variants of the new BMW 7 Series, e.g. the BMW 740e iPerformance. The iPerformance models will benefit from the transfer of technical expertise regarding electric motors, battery cells and electronic control systems. Visible indicators, meanwhile, are a BMW i logo on the front side panel, BMW i-style blue elements in the kidney grille and wheel hubs, and an eDrive logo on the C-pillar. Customers can also make use of the BMW i 360° ELECTRIC range of products and services, including the BMW i Wallbox.

Popular Mechanics Breakthrough Awards honors GM Super Cruise, BMW i3

Our friends at Popular Mechanics have announced the winners of their 2013 Breakthrough Awards, which honor innovations and new technologies in a variety of fields, ranging from medicine to electronics to space travel. Among the winners were a pair of automakers.
The BMW i3 was named one of PM's product breakthroughs, and while the diminutive city car has a range comparable to other electrics, Popular Mechanics was impressed the i3's use of carbon-fiber-reinforced plastic, which allows the i3 to tip the scales at just 2,800 pounds. But the i3's space-age materials wouldn't have been such a smash if it were priced beyond what the general public could afford. BMW's ability to offer a vehicle with such an advanced construction for around $42,000 (nearly half the price of the Cadillac ELR and only about $7,000 more than a Chevrolet Volt or Ford Focus Electric) is wildly impressive and speaks volumes about the future of ultra-light composites in the auto industry.
The other big winner comes from General Motors, which was named an Innovator this year for its semi-autonomous Super Cruise technology that's currently being tested on a Cadillac SRX. The technology, which we've reported on before, combines adaptive cruise control and lane centering into a super system that will allow hands-free driving under certain conditions.
