Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Alpina B4 coupe will be your subtle M4

We're big fans of Alpina here at Autoblog - the BMW tuner has created some seriously delicious products in the past, and recently tuned the diesel-powered 3 Series wagon to create the D3 Bi-Turbo. What we like most about Alpina is how the cars only look subtly more aggressive than stock, yet they pack a real wallop under the hood.
Take this B4 Coupe, recently spotted testing at the Nürburgring. It looks pretty tame compared to the normal 435i, the only visual additions being the Alpina-standard 21-spoke wheels, modified front lip and rear wing spoiler. But under the hood, Alpina is reportedly working on a tuned, twin-turbo straight-six that produces something like 410 horsepower. That means the B4 should be good for a 0-62 time of 4.2 seconds, with a top speed around 190 mph. Rear-wheel drive will be standard, though our spies suggest that Alpina could also use all-wheel drive here in the B4.
We have no doubt that the next BMW M4 will be super hot, but for those seeking a bit more stealth and exclusivity, this Alpina B4 certainly looks the business. Check it out in our gallery above.

These are KBB's Top Ten Green Cars for 2015

For the second straight year, the Top Ten Green Cars list from KBB (i.e. the acronym for Kelley Blue Book) should have been retitled KBBimmer. That's because the BMW i3 electric vehicle has topped KBB's list of greenest production vehicles for two years running. That means that having the lowest purchase price wasn't that big of a factor in determining the winner. KBB releases its list about this time of year every year in honor of Earth Day and this year not only praised the Bimmer for its performance and single-charge range, but also noted that its factory is powered by wind turbines, which gives the car and the company a few more treehugger points. Meanwhile, KBB didn't exactly surprise a ton of people by including models like the Chevrolet Volt extended-range plug-in (with a caveat that the next-generation version will be coming out next year), Nissan Leaf and Tesla Model S EVs and the Toyota Prius' four hybrid variants. Other somewhat lower-profile advanced-powertrain models to make the cut were the Honda Accord Hybrid, Toyota Camry Hybrid, Volkswagen e-Golf and Ford C-Max Hybrid. Rounding out the list was the Volkswagen Jetta TDI, the only diesel that KBB recommended as a Top Ten pick.
