Did BMW drag its feet on Mini recall?

The National Highway Traffic Safety Administration is opening an investigation into BMW's reporting of a recall for 30,456 examples of the 2014-2015 Mini Cooper Hardtop, Cooper S, and the 2015 John Cooper Works. According to the government, "it appears from a review of NHTSA's databases that BMW may have failed to submit recall communications to NHTSA in a timely manner." The automaker issued the recall in July because crash tests showed the models didn't meet side impact requirements for passengers in the back seat. While there were no reported injuries at the time, the company decided to install energy-absorbing material in the space between the rear interior panels and the exterior. However, NHTSA has decided to investigate whether this campaign should have started much earlier, given the evidence the company had. According to the government's report, the Cooper Hardtop failed side-impact tests in 2014, although one of these tests was five-miles-per-hour faster than the Federal Motor Vehicle Safety Standard. The agency claims: "In January 2015 BMW verbally committed that it would conduct a service campaign to add padding to the rear side panels of MY 2015 Mini 2 Door Hardtop Cooper models. However, BMW did not initiate the service campaign and failed to inform NHTSA of its failure to do so." A subsequent crash test of an example with this fix showed it to make the vehicle compliant with the rules. Mini spokesperson Mariella Kapsaskis told Autoblog: "Regarding the NHTSA audit query, BMW Group is evaluating the request and will respond to NHTSA as appropriate." Magna Steyr to assemble as many as 70,000 BMW 5 Series models yearly

Soon, not all BMW 5 Series models will be assembled by BMW. Yes, we know that sounds strange, but it's not at all uncommon. For instance, the Mini Paceman and Countryman hatchbacks – and remember, the Mini brand is owned by BMW – are assembled in Graz, Austria, by Magna Steyr, a company that specializes in building cars for other automakers. Soon, though, the contract Mini has with Magna Steyr will be coming to an end, and that means the Austrian company will have excess capacity on its hands. That production capacity will be filled soon enough, however, by BMW 5 Series models, according to a report from Automobil Produktion in Germany. Magna Steyr will build between 50,000 and 70,000 of BMW's mid-level model, according to the report, but there's no indication of which 5 Series model or models (and there are many shapes and sizes to choose...) will be moved to Austria from BMW's plant in Dingolfing in southern Germany. With 373,053 units sold in 2014, the 5 Series is BMW's second-most-popular model, after the 3 Series. BMW told Automotive News Europe that it doesn't comment on those kinds of reports, which, as is usually the case, is neither confirmation nor denial. It's worth noting that the two-door Mini Paceman isn't a part of the brand's plans moving past 2015, though the Countryman soft-roader that currently stands as the largest member of the automaker's family will soldier on. BMW maintenance plan no longer transferrable to 2nd owner

One of the best innovations in car buying in recent years is the rise of no-cost scheduled maintenance programs. Many people feel really anxious about taking their car in for service, and these deals help mitigate that somewhat. Obviously, it's not free for automakers to implement the offers, and now BMW is altering the way its four-year, 50,000-mile Maintenance Program works for some owners. "To keep such an offer sustainable we had to make a change," said Kenn Sparks, Manager of Business Communications at BMW North America, to Autoblog via email.
The original person to buy or lease the model isn't going to see any difference, but the program is no longer transferable to a second owner, unless that person is in the owners household. Those people include includes parents, siblings, grandparents and grandchildren, in addition to someone like a spouse or children. The original owner just has to advise BMW of new user. "The program change will affect 2nd owners and for them BMW is introducing an optional full-maintenance product that covers the vehicle up to 100,000 miles," said Sparks.
