Recharge Wrap-up: Nissan Leaf in Puerto Rico, BMW i3 REx tax-free in NJ, BC2BC cancelled [UPDATE]

*UPDATE: Nissan has released a video of the Leaf in Puerto Rico, so we've embedded it below. Envia Systems will develop battery technology for United States Advanced Battery Consortium (USABC), a subsidiary of the United States Council for Automotive Research (USCAR). The $7.7 million contract, co-funded by the US Department of Energy (DOE), involves a 36-month development program focusing on high-energy cathode and anode material for lithium-ion batteries and pouch cells for electric vehicles. The goal, of course, is to create better energy storage for less money in an effort to make commercial EVs more efficient and affordable. For the DOE, this also equates to energy security, energy independence and national security. Read more in the press release at the bottom of the page. The US and China have agreed to work together more closely on EVs, energy and climate issues. US Secretary of Energy Ernest Moniz went to Beijing for the sixth US-China Strategic and Economic Dialogue to meet with leaders. While there, Moniz and Wu Xinxiong of China's National Energy Administration (NEA) signed a memorandum of understanding allowing the DOE and NEA to share information regarding oil reserves. The groups will meet yearly to learn more about how each other manages petroleum stockpiles and policy. Moniz also met with Minister Miao Wei of the Chinese Ministry of Industry and Information Technology and signed an MOU to cooperate on electric vehicles and "related technologies," including the "inter-operability of electric vehicles." Read more at the Energy Department website. August's BC2BC all-electric vehicle rally, billed as the largest gathering of electric vehicles, has been cancelled. The event, which was to include a drive up the entire coast from Mexico to British Columbia with smaller events along the route, failed to bring in the needed sponsorship to hold the rally for its third year. A Facebook post from organizer Tony Williams also cited loss of venue and lack of support from automakers - "particularly Nissan and Tesla" - as hardships. The event was scheduled to take place August 9 through 17, with only battery electric vehicles invited to take part - no plug-in hybrids or range-extended vehicles. Williams said he'd only try a similar event in the future if sponsorship were provided up front. Read more at Green Car Reports. The Nissan Leaf will finally go on sale in Puerto Rico.

Two-box BMW X2 breaks from X4 and X6

Our first batch of BMW X2 spy photos has revealed something interesting about the German brand's newest compact CUV. Unlike the even-numbered X cars – the X4 and X6 – these shots show a traditional two-box CUV, rather than the plunging roofline of those lifted, four-door coupes. With a two-box design then, what is there to differentiate the X2 from the X1? For a start, while this is a similar to the X1 shots we've seen, the D-pillar and rear window are significantly more aggressive without compromising the traditional CUV design. That design backs up our spies, who claim the X2 will be a sportier version of the upcoming X1. But while the look will be similar, expect the two cars to share powerplants and drivetrains. That means the four-cylinder B48, used in both the Mini Cooper S and other BMW products, will be on offer at launch. That engine will be joined by turbocharged triples within the first 12 months on the market. An M Performance model will also be offered, boosting the B48's output from around 230 horsepower to an even 300 ponies. That'd put the X2 on a collision course with the Audi RS Q3, although it won't be quite as angry as the Mercedes-Benz GLA45 AMG. While the X2 could debut as early as the 2016 Geneva Motor Show, our spies claim the X2 won't hit dealerships until the second half of 2017. Guess what BMW's '30 Years M3' special edition celebrates

It's anniversaries on top of anniversaries at BMW in 2016. The company celebrated its 100th year of existence at an elaborate celebration in March, last week we got a new hommage concept to mark five decades since the iconic 2002 debuted, and now, in time for the holiday weekend, there's this limited-edition M3. Wait, that's not what this holiday is for? This celebratory sports sedan gets the not-quite-grammatical name of "30 Years M3," which is totally grammatical when translated back into German ("30 Jahre M3"), and BMW plans to build just 500 of them for the whole world. We don't yet know how many will come to the US, but seeing as ours is one of BMW's larger markets, we are at least banking on "some." What makes it neat besides rarity? It comes with pretty much everything you can get on a standard M3, including the Competition package with its 444-horsepower engine tune, Adaptive M suspension, and Active M differential. To that it adds an M exhaust with black tips, the requisite dash plaque, shouty door sills, and unique "30 Years M3" badges on the fender gills. The interior has special seats with gray or blue inserts and stitched headrests, plus seat belts with M three-stripe trim. (And yes, the cars in the photos say "30 Jahre M3," but we already explained that, right?) And then there's the paint. It will be available in Macao Blue metallic, a color that was available for special order on the E30 M3. And if there's any car that deserves some celebration, it's the original M3.
