Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW M4 Concept beckons the new golden child of M cars

Ushering in the next-generation of two-door M performance cars for BMW, the new M4 Concept was officially unveiled at the Pebble Beach Concours d'Elegance last night after an unceremonious embargo leak yesterday afternoon. The reality of the fact that we will never again have a new M3 Coupe is a little easier to deal with after browsing the M4 Concept's sleek and sporty lines.
As was the case with the Concept 4 Series Coupe, we expect the this M4 to transition from concept car to production coupe with very few changes. Among the features we's bet against making it into production include the front splitter and the exhaust tips - both made from carbon fiber. Other notable details are the aero-shaped mirrors, the subtle M stripes on the carbon fiber roof and the 20-inch wheels exposing big six-piston from brakes. If it were up to us, we'd say bring this car to production as is - except for the paint color.
There is still no word on the M4's powertrain or if it will even offer a manual geabox, but we would imagine that we'll be seeing this car in production form, complete with all of those details at the LA Auto Show.

Recharge Wrap-up: E15 could help smog woes, MPG average at all-time high

A new study shows that using an E15 blend instead of regular gasoline would reduce smog in Chicago. Increasing the availability of the 15-percent ethanol blend could help reduce carcinogenic air pollution and improve air quality, particularly on the city's South Side. The study found that E15 reduces the risk of cancer by 6.6 percent. It also reduces greenhouse gas emissions 1.5 percent compared to a 10-percent ethanol blend. Read more at Domestic Fuel. Fairmont Beijing is offering hotel guests a chance to experience BMW's i cars. For the next three months, guests needing airport transfers will be picked up in one of the German automakers electric vehicles. Also, those who choose the hotel's "Passion Package," which includes transportation in one of the cars or on a BMW bike, and a private guided tour of the 789 Arts District and the Peking opera house as well as tickets to an opera performance. Visitors will learn about the technology behind the all-electric race series and the racecars, including the safety and performance aspects. The goal of the four-day shows is not only to entertain and educate people, but also to generate interest in electric and hybrid vehicles in hopes that drivers will consider adopting electric cars themselves. Read more at Formula E's website. The average fuel economy of new vehicles has reached a new high of 25.8 miles per gallon, according to the University of Michigan. The school's Transportation Research Institute (UMTRI) used the window sticker ratings of the vehicles to reach that number for the month of August. That's 0.2 mpg higher than July, and 5.7 mpg higher than October 2007, when UMTRI began recording the data. The United States Advanced Battery Consortium has awarded a $667,452 development contract to battery maker Xerion. The contract - a 50-percent cost share co-funded by the US Department of Energy - is for a 15-month program to develop next-generation batteries for plug-in hybrids.
