Why are all US-bound BMW i3 EVs with range extenders stuck at port?

The first BMW i3 EVs have been delivered in the US, but in a quirk of the rules, none of them have been the range-extended versions. Long-time BMW electric vehicle driver Tom Moloughney discovered this fact the hard way. His i3 REx has been sitting at a New Jersey port for over a week and he's getting impatient. The problem is something Moloughney calls a "Monroney Hold." So, instead of sitting there fuming, Moloughney did a bit of research and discovered that the problem is something he calls a "Monroney Hold." He says that "the EPA certification has not been completed so BMW doesn't have a Monroney label (window sticker) to post in the window before the car leaves the port, which is required by law. The range extender option changes (shortens) the car's electric range, and also requires an official MPG rating so BMW couldn't use the same Monroney label as they did for the all electric i3." You can read more on his website, but it turns out that the story isn't so simple. For one thing, the EPA testing has been finished. Washington State representative Chad Magendaz told Moloughney that he asked the EPA for an official statement and got the following from Linc Wehrly, Director of the Light-Duty Vehicle Center Compliance Division: "EPA tested the i3 REx and provided the results of that testing to BMW on May 13th. EPA is not aware of anything that would prevent BMW from importing the vehicles since May 13th." Then there's the official word from BMW. Spokesman Dave Buchko told AutoblogGreen that: We are moving as quickly as possible to release the first BMW i3 Range-Extender models to BMW i Centers. Receipt of test data from the EPA is one step, but not the final step, in the process of receiving certification from the EPA. Rules do not permit the release of vehicles for sale until EPA labels are finalized, produced and affixed to any vehicle. Barring any unforeseen delays, we expect that to happen by the end of this week. We have never certified a vehicle like this before. We are taking every precaution to make sure that everything is done in a timely, but more importantly correct manner. In that Monroney labels cannot be produced until the EPA certification process is complete, the characterization [of a "Monroney Hold"] is not technically incorrect, but there is more to it than that, as is often true in life. Recharge Wrap-up: Automakers talk connected cars, Toyota's CNG hauler

Tesla, Toyota and General Motors addressed the House Subcommittee on Information Technology about the security and benefits of "The Internet of Cars." Tesla put forth four suggested security principles for the security of connected cars. Those include standard cryptography ("signing") used by automakers, measures to prohibit direct connection over the internet, isolation of a car's networked systems from its mechanical systems and standard encrypted communications protocols. Tesla VP of Business Development Diarmuid O'Connell also urged against "overly restrictive regulation." O'Connell says, "Regulation at a time of rapid innovation runs the risk of limiting the realization of the full extent of safety advances." The partners will add 500 fast-charging sites to the eVgo network in 25 cities by the end of 2015. The "Fast Combo" chargers will be available to use for free for BMW i3 customers for 24 months. The free charging only applies to new buyers, though, leaving behind some 15,000 current i3 owners. The automaker's in-house transport company, Toyota Transport, will operate the truck out of Long Beach, California. The truck, which Toyota says emits 85 percent less particulate matter and 10 percent less CO2, will drive about 7,000 to 8,000 miles per month. "We started exploring the CNG option more than three years ago, and it has been worth the wait," say Toyota Transport Compliance Senior Analyst Kirk Welch. "Natural gas is the cleanest burning fossil fuel and will help Toyota advance our environmental efforts to reduce fleet emissions." Read more in the press release below. Because Four Is Greater Than Three
Say what you will about the name 4 Series, there is a method to BMW's madness. On one hand, it's easy enough to just buy into the logic that odd numbers are reserved for sedans and wagons, and that even numbers are reserved for coupes and convertibles. On the other hand, consider the idea that the higher numbers are used to separate the more dynamic, more engaging vehicles that use the same platform. It's that sort of separation that differentiates the 6 Series so nicely from its 5 Series roots, after all. And if we're being cynical, it also allows BMW to charge a bit more money for its lower-volume offerings.
So with the new two-door version of the 3 Series, BMW has gone the route of strengthening the dynamic virtues of its F30 chassis to create a car that's more removed from its sedan kin than one might think. And after spending some time with the new 4 Series on the roads around Lisbon, Portugal, as well as the famous Circuito do Estoril racetrack, it's increasingly clear that calling this car a 3 Series Coupe simply wouldn't be fair.
