Chinese-made electric Mini threatened with highest EV tariff from EU

BERLIN — The new all-electric Mini Cooper made in China is set to be hit by the highest EV tariff of 38.1% under the EU's provisional plans, a Reuters source familiar with the matter said on Friday, a potential terminal blow for the car's sales prospects. Mass production of the roughly 35,000-euro ($37,345) vehicle, produced by a joint venture of BMW and China's Great Wall Motor Co Ltd, began late last year - shortly after the EU launched its probe. With production still in early days, the joint venture was unable to fulfil the European Commission's survey to the level of detail required to be classed as a company cooperating with the investigation, the source said, declining to be named because discussions are private. Companies seen as cooperating with the EU were subject to lower tariffs of 17.4%-21%, according to a European Commission document seen by Reuters. That includes BMW Brilliance Automotive, another BMW joint venture that has produced the electric iX3 for export to Europe from China since 2021. BMW declined to comment. BMW CEO Oliver Zipse said earlier this week the tariffs were the "wrong way to go", echoing concerns from other German carmakers fearful of a trade war which could end in counter-tariffs on cars exported from Germany to China. The European Commission said that joint ventures producing cars in China would be subject to duties, without specifying whether more recently formed ventures might benefit from the lower 21% rate for companies that cooperated with the investigation. A 38.1% price hike on the Mini, which was to be exported from China to Europe, could dent sales at a time when the carmaker is counting on every projected all-electric sale to help meet tightening carbon emissions targets. The deadline for imposing provisional measures is July 4, after which the investigation will continue to late October. That leaves time for Beijing and Brussels to make a deal to soften the blow. BMW invests in carbon fiber for use beyond i and M models

The immense amount of resources BMW has poured into its i brand program hasn't stopped, and recent developments indicate it's likely to pay off for BMW and BMW buyers outside the i brand. The i8 has already sold out its first year run, the i3 racked up 10,000 orders before it even went on sale and is already the subject of public discussion about being stretched into an i5, and a new investment in carbon fiber production has the automaker talking about CFRP use in non-i and non-M models.
BMW and SGL Group got together to form SGL Automotive Carbon Fibers (ACF), and the joint venture produces all of the CFRP for the i3 and i8 on two production lines at its plant in Moses Lake, Washington. After already investing $100 million to increase capacity, BMW has announced that another $200 million will add four more production lines, tripling production from 3,000 tons per year to 9,000 tons. When the expansion is complete in 2015, BMW says the Moses Lake facility will be the world's largest carbon fiber plant.
That's a lot of weave and the long view is that it will find its way into core models, with BMW exec Dr. Klaus Draeger saying, "As part of an intelligent mix of materials, we will apply carbon also beyond our BMW i and BMW M models in the future," and be able to do so "at competitive costs and in large quantities."

BMW will make a total of 100 ZHP 435i coupes for 2016. This is not one of them. Nope, it's their predecessor, what the company calls a "replica," based on a 2015 car. Think of it as Car Zero. Bimmer nerds (the ones who correct you if you call their car a "Beemer") will remember the ZHP package from the E46 3 Series. An internal option code that became insider lingo and a must-have for enthusiasts. They're still sought after today. Built from 2003 to 2006, the original ZHPs included a power boost (to 235 hp), a modified suspension, an M-Tech II body kit, and a unique shifter and shift knob. The new ZHP has a considerably longer list of equipment. It builds on a 435i coupe with the M Sport package and either a manual or automatic transmission. Additions begin with the new-for-2016 Track Handling package – 18" wheels, M Sport brakes, the Adaptive M Suspension, and Variable Sport Steering. To that BMW adds an M Performance limited-slip differential, M Performance exhaust, the M Performance Aerodynamics package, and the M Performance Engine Kit; horsepower goes from 300 to 335, torque jumps to 332 lb-ft for automatic cars or 317 on manuals. Yeah, it's a lot of stuff, but nothing you can't order on a car for yourself. So the process that let BMW make this replica so easily also contributes to a lack of specialness. All of the equipment is available either from the factory or through BMW's VIA personalization program. VIA components are spec'd at the time of ordering and then installed at port when the car lands in the US. BMW hasn't announced pricing yet, but we have a hunch a full-on ZHP will come in slightly lower than a car optioned a la carte (though we don't know, since BMW didn't tell us how much our car cost). The 4 Series we reviewed had all the ZHP equipment save the wheels and tires. All 2016 ZHPs will get v-spoke wheels finished in Orbit Grey and wrapped in Michelin Pilot Super Sport tires; the car we drove had a different 18-inch wheel design and Bridgestone Potenza S001 rubber. Driving Notes The 435i already has too much power. The M engine kit provides more of it. You may not be surprised to learn that we also enjoy chocolate-covered chocolate. Perhaps the saving grace of the questionable output bump, and the most transformative part of this package, is the mechanical limited-slip. Even without the grippier tires it's supposed to come with, the near-ZHP put it all to the ground smoothly and predictably.
