Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. Tesla only 8th greenest automaker, BMW is best, says Newsweek

We imagine some readers will be surprised by this. Newsweek has just put out its rankings for the top "green" companies in the world, and while Tesla Motors chief Elon Musk can crow about how green his electric vehicles are, the company as a whole apparently falls behind some traditional automakers. Quite a few of them, actually. In Newsweek's Global 500 list of the greenest 500 largest publicly-traded companies in the world, BMW ranked best among automakers at Number 26. Not surprisingly, Toyota was close behind at 35, while Nissan came in at 152. What's a little more puzzling is that Tesla fell behind Ford (178), and General Motors (289). That's a lot of pickups versus a few Model S EVs. Go figure. Then came Hyundai (306) and Honda (316), which are a little more palatable. Tesla? It came in at 431. Newsweek's measurement standards include eight categories that include a lot of verbiage and involve things like energy productivity (which is defined as revenue in US dollars divided by total energy consumption), greenhouse-gas emissions productivity (revenue divided by GHG emissions), water usage, waste levels and something called "green revenue" (revenue derived from products that "contribute positively" to the environment). Couple arrested after carjacked Jaguar breaks down

A couple that played musical chairs with allegedly stolen luxury cars was arrested in suburban Salt Lake City following a carjacking and police pursuit after one of the cars drove over a “stop strip” tire deflater and the other was a Jaguar suffering from mechanical problems. Police arrested Brock Hansen, 33, and Brittney Price, 23, on Sunday in Taylorsville, Utah, following the incidents, which were reported by local media and spotted by Jalopnik. They began, police say, when an officer out on patrol spotted what he suspected was a stolen BMW. The officer began to trail the car to run the license plate numbers when the BMW came to a stop to pick up a man, later identified as Hansen, who was walking on the street. The officer then continued to follow the car, was able to confirm that the BMW was, in fact, stolen, and called for backup. Police at one point used a stop stick — a triangular tube filled with tire-puncturing nails — to try and stop the duo, but Price instead made a U-turn after driving over it and continued on with a deflated tire. She eventually pulled into a gas station, where surveillance footage shows Hansen exiting the vehicle, walking over to what appears to be a Jaguar X-Type sedan whose driver was standing at the pump, climbing nonchalantly into the drivers seat and taking off, following the stolen BMW. Price eventually stopped and exited the BMW to try and get into the Jaguar but was apprehended by police after a brief foot chase and scuffle that left an officer injured, KSL-TV reported. Hansen then took off and led police on a chase — “at relatively low speeds,” according to ABC4.com — before he stopped the car and surrendered to police without a fight. Both were taken to jail. “What we learned from the owner of that Jaguar is that heÂ’s been having some issues with that Jaguar and he believes that the Jaguar just wasnÂ’t going to go anymore and was bogging down Â… so may have picked the wrong vehicle to try and run from the police in today,” Unified Police Department of Greater Salt Lake Sgt. Melody Gray told ABC4.
