Recharge Wrap-up: No Tesla Gigafactory deal with California, BMW i3 recalled

Before the Nevada announcement was hinted at, a deal to incentivize a Tesla Gigafactory in California fell through. Tesla was looking for around $500 million in incentives, which the California Governor's Office of Business and Economic Development was willing to offer in tax breaks along with making the permit and environmental processes easier. According to Senator Ted Gaines, there still remained "a gap between what Tesla wanted and what California was willing to offer," the contents of which were undisclosed. California could still be chosen for another of Tesla's battery plants, should those ever materialize. Read more at The Desert Sun. The California Air Resources Board (CARB) will consider allowing a bit of compliance flexibility to its Zero Emission Vehicle (ZEV) regulations for some automakers. CARB will hold a hearing to discuss giving intermediate volume manufacturers (IVMs) - carmakers that do between 4,501 and 60,000 new vehicle sales in the state - some leniency catching up to the larger manufacturers when it comes to clean vehicle production. The ZEV regulation changes take into account the amount of revenue IVMs have available for developing the cars, particularly plug-in hybrids. For cars built March 31, 2014, the passenger airbag inflator may have been assembled incorrectly, which could keep it from deploying when needed. Owners will be notified by BMW, and the problem will be fixed for free. The recall also affects certain 2014 Mini Cooper models. Learn more at the NHTSA website. The Renault-Nissan Alliance is providing 200 electric vehicles to telecommunications company Orange in France. The cars, which will include the Nissan Leaf, Nissan e-NV200, Renault ZOE and Renault Kangoo ZE, will be used mostly for carsharing. Through the program, Orange employees can book a car for work or personal travel using a smartphone. The Alliance will also help Orange install charging stations for the new cars. The addition of the EVs to the fleet will help Orange achieve its goal of reducing its carbon footprint by 20 percent by 2020. Read more in the press release, below. Jianghuai Automobile Company (JAC) is delivering its first 100 EVs to the US. The shipment is part of a larger order of 2,000 cars to be sold by GreenTech Automotive in the US market. BMW i3 EV continues to shed camouflage

As BMW gets closer to introducing the production version of its plug-in i3, we keep seeing the hatchback being tested with lessening degrees of design-obscuring camouflage. Last we heard, BMW is expecting to have the i3 ready by the end of this year, and the swirly, blue camo does little to hide its basic design in these latest spy shots.
We get our first clear look at almost everything above the wavy beltline including the silver roof edges and matching mirror caps, and it can't hide the dip in the beltline behind the B-pillar - matching what we've already seen on the i3 Coupe Concept unveiled at the LA Auto Show last year. Another change we notice is the lower portion of camo removed from the front fascia allowing us to see the air opening and the black, vertical inserts leading up to the fog light bezels. Judging by the "Hybrid Test Vehicle" stickers on the side of this prototype, we can only assume that this is the optional range-extended model.

2014 BMW 4 Series drops its top, priced from $48,750*

BMW will debut its new 2014 4 Series Convertible at the Los Angeles Auto Show in November, and after seeing plenty of spy shots and, most recently, some leaked images, we now have all the official details. To no one's surprise, the 4 Series convertible is, essentially, a topless version of BMW's new-for-2014 4 Series coupe, and will be offered in the United States in the same 428i and 435i guises.
On the base end, that means the 428i Convertible arrives with the company's 2.0-liter turbocharged inline four-cylinder engine, good for 240 horsepower and 255 pound-feet of torque, and available with either rear- or all-wheel drive. BMW says the 428i will sprint to 60 miles per hour in a respectable 6.2 seconds. For folks in need of more thrust, BMW will happily sell you a 435i Convertible, available only with rear-wheel drive, powered by a 3.0-liter, twin-turbocharged inline-six that produces 300 hp and 300 lb-ft of twist. Hitting 60 mph in the 435i will take roughly five and a half seconds with the standard eight-speed auto. Curiously, BMW did not mention anything about a six-speed manual transmission for either model, so looks like this droptop might be an auto-only affair. We've contacted BMW for confirmation, so we'll keep you posted.
Like the 3 Series Convertible it replaces, the 4 Series uses a three-piece folding hardtop configuration, and BMW says that added sound deadening reduces audible wind noise by about two decibels. Folding the automatic roof takes just 20 seconds, and can be done at speeds up to roughly 11 mph. For chilly, top-down driving (something we're big fans of), there are now three-temperature neck warmers for the front seats - just like what Mercedes-Benz offers with its AirScarf system.
