E.U. executive conditionally approves Daimler, BMW car-sharing deal

BRUSSELS — The European Union's competition authority said on Wednesday it had approved the plan of German luxury carmakers Daimler and BMW to combine their car-sharing businesses, subject to conditions. Under the deal, which includes car-sharing units Car2Go and DriveNow as well as ride-hailing, parking and charging services, Daimler and BMW will each hold 50 percent stakes in a joint venture. They have offered concessions to address E.U. antitrust concerns over the deal they hope would let them better compete with U.S. rival Uber and China's Didi Chuxing. The European Commission has found the deal would raise competition concerns for free-floating car sharing services in Berlin, Cologne, Duesseldorf, Hamburg, Munich and Vienna. It said Daimler and BMW agreed to a remedy package in the six cities. "The commitments thus fully address the Commission's concerns as they will reduce the barriers to entry for competing free-floating car sharing providers," the Commission said in a statement. "Therefore the Commission concluded that the proposed transaction, as modified by the commitments, would no longer raise competition concerns. Rolls-Royce Cullinan and BMW 8 Series spied south of Death Valley

Recently, we've stumbled upon a number of manufacturer prototypes running around. Usually, spy photographers sit and wait for hours with cameras primed in order to get a few shots of a car. We just got lucky. First, we caught the new Chevy Corvette ZR1 convertible during a Facebook Live video. A week or so later McGraw snapped a video of a ZR1 coupe cruising in his neck of the woods. Today, our ace photographer Drew Phillips caught a BMW test fleet filling up the new Rolls-Royce Cullinan and 8 Series coupe in Baker, Calif. Baker sits along Interstate 15, about halfway between Los Angeles and Las Vegas. It's just south of Death Valley, and, being late August, suggests that BMW was doing some hot weather testing. Drew was filling up his car when the fleet rolled in. There were at least two of the new king Rolls and a single 8 Series. Both cars were wearing a full swirl camouflage wrap. It's not an uncommon place to see prototypes. Still, seeing a whole fleet roll in is quite a sight. We've seen official photos of the Cullinan before, but these pictures give us our best view of the profile and rear we've had so far. From a distance, it looks like a high-riding version of the new Phantom with a hatch in place of the trunk. The taillights are obviously just filler units. Expect the final version to look very much like the squared off LED units on the Phantom. Likewise the interior and engine should be straight from the Phantom. That means a twin-turbocharged V12, though power is likely to be sent to all four wheels. We've seen the full BMW 8 Series concept a few times now. The proportions on the production car look the same, with a long hood and even longer wheelbase. The nose isn't quite as aggressive as the concept, but we expected the styling to be toned down to meet crash and safety standards. As for engines, look for six, eight and (hopefully) 12-cylinder power under the hood. A plug-in variant is also expected. Both cars have been in development for a long while, so look for full debuts sometime this auto show season. Maybe we'll happen upon some more test mules between now and then. Related Video:

BMW bringing X3 diesel, X5 PHEV concept to New York

We've seen the i3 and i8 plug-in vehicles at plenty of BMW auto show stands these past few years. At the upcoming New York International Auto Show, the automaker will spread out a bit by showing off both new diesel and plug-in hybrid SUVs. Bimmer will showcase its diesel-powered X3 vehicle, which starts sales this spring as a 2015 model, and a concept plug-in hybrid X5 SUV. There are lots of figures to digest for what will be called the X3 xDrive28d. The vehicle will be powered by a 2.0-liter four-cylinder twin-turbodiesel engine that will deliver 180 horsepower and 280 pound-feet of torque. Propelled in part by an eight-speed automatic transmission, the SUV will be able to go from 0 to 60 miles per hour in about eight seconds. It will be priced with an MSRP of $42,825, which is represents a $3,500 premium over the base X3. BMW hasn't made fuel efficiency figures available, but they should be a nice improvement over the base X3's 24 mile per gallon fuel-efficiency rating in the US. Bimmer is also supposed to bring the X5 eDrive concept plug-in hybrid stateside. We saw it in Frankfurt last fall and then in some on-the-road spy shots more recently. The SUV pairs a 245-horsepower four-cylinder gasoline engine with a 95-horsepower electric motor, and will be able to go as fast as 75 mph and as far as 20 miles on electric power alone. BMW says fuel efficiency will be about 62 miles per gallon, per the more lenient European Union test cycle. That's more than double the current diesel powered X5's 26 combined mpg rating handed out by the EPA. And the model's 0-60 time is less than seven seconds.
