South Korea to file criminal charges against VW exec

South Korea has tossed out Volkswagen's recall plans and is preparing to level criminal charges over its handling of the diesel emissions catastrophe, The Wall Street Journal reports. "Recall plans the company submitted to us earlier this month were insufficient and lacked key information, and thus are unacceptable," the South Korean Ministry of Environment said in a statement obtained by the WSJ. A ministry official hinted at the possibility of criminal charges earlier this month if VW's recall plan wasn't satisfactory, the Yonhap News Agency reports, and now it looks like it will actually follow through. According to the WSJ, South Korea has already ordered VW to recall 125,000 vehicles and slapped the automaker with a $12.3 million fine – one of the many countries to do so – but if it follows through with criminal charges against the company or its employees, it'd be among the earliest to so. Other countries, including the United States, are still exploring the possibility of criminal charges. Charges would likely come against both Audi Volkswagen Korea and its managing director, Johannes Thammer. It's not clear what the actual charge would be, but the WSJ claims Thammer could be facing up to five years in prison and a fine of 30 million won (around $24,700 at today's rates). For its part, VW officials in South Korea maintains that it is "doing its utmost to resolve the emissions issue" and that it plans to "offer further explanation" to authorities regarding its proposal for an emissions and fuel mileage fix in that country.

The highest prices paid at automobile auctions continue to be claimed by European sports cars, with names like Ferrari and Bugatti forever topping the lists. But what we have here is not quite a sports car. It's more of a hot hatch, but its still expected to fetch between $350,000 and $475,000 when it goes up for auction next month in Arizona. That's because this is no ordinary hot hatch... it's the prototypical hot hatch: the legendary Audi Sport Quattro, one of the most maniacal and dominant homologated rally machines ever devised. Shorter in wheelbase and dartier of handling than the Ur-Quattro that came before it, the later Sport Quattro was built to comply to with the FIA's legendary Group B regulations. That meant that it competed with the likes of the Lancia 037, Ford RS200 and Ferrari 288 GTO – beating them all in the World Rally Championship one after another – but also had to be built in limited quantities and sold to the public. And so Audi and its nascent Quattro GmbH skunkworks division built 214 road-going examples of the Sport Quattro, and this could very well be the most immaculate example in existence. It was previously owned by noted collector Yoshikuni Okamoto of Kobe, Japan, and with barely more than 5,000 miles on the odometer, recently underwent an exhaustive service at Audi of Fairfield, CT – one of the company's largest dealerships – and though the Sport Quattro was never offered for sale in the US, this one is now fully registered for use on American roads and comes in impeccable condition despite its 30 years of age. Even the low end of the pre-auction estimate is nearly double the $184,860 which Sports Car Market reports Bonhams sold an '85 Audi Sport Quattro in September 2013. Weekly Recap: Car-pedestrian crashes remained elevated in 2014

The death of American Horror Story: Freak Show star Ben Woolf served as a reminder this week that car crashes involving pedestrians remain a problem, and a new study issued on Thursday reinforced that the situation isn't really getting better. The Governors Highway Safety Association found a slight decline, 2.8 percent, in the number of pedestrian deaths in the first six months of 2014. Fatalities dropped from 2,141 to 2,125 compared with the same period in 2013, though the association says it's a statistical wash when factoring in undercounting. Deaths are still 15-percent higher than in 2009. "The number of deaths remains relatively high and is cause for concern," wrote Allan Williams, who compiled the report and is the former chief scientist at the Insurance Institute for Highway Safety. This is the first look at data from last year, and the National Highway Traffic Safety Administration will issue its full-year results later. The GHSA found some progress on the roadways, as 24 states and the District of Columbia reported drops in pedestrian deaths. In some states, the problem isn't even a problem at all: Nebraska and Wyoming reported one fatality apiece, though large population centers in urban areas are where most accidents occur. "This is a clearly a good news, bad news scenario," Jonathan Adkins, GHSA executive director, said in a statement. "While we're encouraged that pedestrian fatalities haven't increased over the past two years, progress has been slow." Other News & Notes Cadillac previews CT6 during Oscars Cadillac previewed its upcoming flagship sedan, the CT6, in commercials that aired Sunday during the Oscars. As expected, the creased sedan carries on Cadillac's recent design language, and the car in the commercial looks like a larger version of the CTS and ATS sedans. The CT6 will be revealed this spring at the New York Auto Show and launch late this year. It will be assembled at General Motors' Detroit-Hamtramck factory on a rear-wheel-drive chassis, and the CT6 is the first car to use Cadillac's revised alpha-numeric naming scheme. The commercials also kicked off Cadillac's "Dare Greatly" campaign, which is the first with its new advertising agency, Publicis Worldwide. Honda unexpectedly changes CEOs Honda unexpectedly announced this week that it will change CEOs. Current chief Takanobu Ito will step down in June and be replaced by company veteran Takahiro Hachigo.
